What Difference Does Research Make And For Whom

Education is a discipline that is constantly emerging, and for which there are more questions than answers. Beyond the research reports, the articles in refereed journals, and the well-crafted presentations, what is happening in education? What difference does our work make in the lives of those we research? How is education as a whole different because of our effort? And what is the nature of the difference we make? This book provides some answers to those questions based on engaged and critical research from around the world. It is also a critical reflection on new possibilities for qualitative research, its implications and relevance to educational practice. Andrew Hargreaves, Enora Brown, Graham Hingagaroa Smith, Jack Whitehead, Mutindi Mumbua, Andrew Gitlin, Phil Carspecken, and others invite readers to join the conversation, and take it beyond these pages by enriching and extending the discourse within their communities of practice.

In today's dynamic and rapidly evolving world, evidence-informed decision-making has emerged as a cornerstone in guiding effective education policy and practice. In particular, creating a culture of research engagement is often highlighted as a key ingredient to strengthening the impact of research. However, it is not always clear how that works in practice.

Across the OECD, enormous effort and investment has been made to reinforce the quality, production and use of education research in policy and practice. Despite this, using research in education remains a challenge for many countries and systems.

Health Emergency and Disaster Risk Management (Health EDRM) has recently emerged as a critical field for research, policy, and practice as a result of the growing recognition of health as a core dimension in disaster risk management. Global frameworks such as the WHO 13th General Programme of Work (GPW13), the Sendai Framework for Disaster Risk Reduction 2015-2030, the Sustainable Development Goals (SDGs), and the International Health Regulations (IHR) have goals, targets, and indicators that monitor the health impact of disasters and emergencies and resilience in health systems and communities. Policies and actions guided by the best possible evidence are therefore critical for managing the health risks of emergencies and disasters. However, the evidence base in Health EDRM is very limited, reflecting the overall lack of research in this area. To address this gap, the WHO set out to develop a reference book about methods to guide Health EDRM research in collaboration with global experts. This book provides concrete guidance across a wide range of research, taking a systematic approach to discuss the type of research that is needed to generate relevant evidence for managing risks and consequences of emergencies and disasters. This research includes observational and experimental studies, and those that use qualitative or quantitative data, or both. When using the book, readers are encouraged to take account of the specific setting of the health risks of any emergency or disaster, including national capacities and the impacts that are directly and indirectly health-related.

In the realm of health care, privacy protections are needed to preserve patients' dignity and prevent possible harms. Ten years ago, to address these concerns as well as set guidelines for ethical health research, Congress called for a set of federal standards now known as the HIPAA Privacy Rule. In its 2009 report, Beyond the HIPAA Privacy Rule: Enhancing Privacy, Improving Health Through Research, the Institute of Medicine's Committee on Health Research and the Privacy of Health Information concludes that the HIPAA Privacy Rule does not protect privacy as well as it should, and that it impedes important health research.

The sector-wide approach currently dominates as the strategy for developing the agricultural sector of many African countries. Although it is recognized that agricultural research plays a vital role in ensuring success of sectorwide agricultural development strategies, there has been little or no effort to explicitly link the research strategies of the National Agricultural Research System (NARS) in African countries to the research agenda that is articulated in sectorwide agricultural development strategies. This study fills that gap by analyzing the readiness of Malawi’s NARS to respond to the research needs of the national agricultural sector development strategy, namely the Agriculture Sector Wide Approach (ASWAp) program. Results of a social network analysis demonstrate that public agricultural research departments play a central coordinating role in facilitating information sharing, with other actors remaining on the periphery. However, that analysis also shows the important role other actors play in relaying information to a wider network of stakeholders. These secondary information pathways can play a crucial role in ensuring successful implementation of the national agricultural research agenda. Policymakers and managers of public research programs are called upon to integrate other research actors into the mainstream national agricultural research information network. This is vital as other research actors are, at the global level, increasingly taking up a greater role in financing and disseminating research and research results, and in enhancing the scaling up and out of new agricultural technologies.
