Youth Centered Value Chain Analysis

This youth-sensitive value chain assessment aims to assess the current engagement of youth in selected value chains in the Kenyan counties of Siaya and Kakamega, as well as the specific challenges that youth face and the opportunities that could be tapped into for the generation of more and better jobs. The specific value chains analysed are dairy, fish, poultry, and soya in Kakamega and avocado, fish, poultry, and mango in Siaya.

This publication is intended to assist field practitioners, youth organizations and other stakeholders to identify binding constraints and viable opportunities to youth engagement in value chains that can translate into greater youth inclusion. Considering youth heterogeneity and inequalities, the youth sensitive framework for value chain analysis gives guidance to assess factors that push and pull youth into employment and entrepreneurship in value chains. The youth-sensitive value chain (YSVC) analysis is a starting point for youth-inclusive agricultural value chain development, since it identifies entry points and key actions expected to bring about the desired increase in employment and business opportunities for youth within a more attractive agriculture sector.

This youth-sensitive value chain assessment aims to create a deeper understanding of where the opportunities for youth employment are in horticultural value chains in Rwanda and how these opportunities can be harnessed. The study also proposes recommendations for a youth employment strategy, presenting opportunities for employment creation at scale as well as short-, medium- and long-term strategies.

This publication constitutes a practical development tool, which implements the sustainable food value chain framework with a focus on small-scale livestock producers, targeting an audience of project design teams and policymakers. Small-scale livestock producers are important actors in food production, human health and management of landscapes and animal genetic resources. However, they face a number of challenges, which hamper their productivity, access to market, and competitiveness vis-à-vis their larger counterparts. By integrating the concepts of value addition and the three dimensions of sustainability, the sustainable food value chain framework not only addresses questions concerning the competitiveness, inclusion and empowerment of small-scale producers, but also incorporates the cross-cutting issues that are increasingly embedded in development projects. These guidelines take the user through the different steps of value chain development, highlighting the particularities of the smallholder livestock sector, such as multi-functionality, specific production cycles or food safety issues, through concrete examples.

Based on Africa's deep routed structural problems, the key aspect of a transformative regional integration is how to promote structural transformation by adapted strategies and policies for the African regional economic communities, for the Continental Free Trade Area, and for the Tripartite Free Trade Area. Regional integration in Africa is based on a conventional (linear) model, starting with trade preference zones and moving to free trade areas, customs unions, and monetary and economic zones, with the ultimate goal to reach political unity. Specific problems of a more transformative regional integration agenda are discussed, such as: ?food security and agriculture; industry development, enterprise growth and competition; and economic partnership agreements with extra-regional partners. In the final section, the impact of three global value chains of importance for Africa (diamonds, shea butter, and sesame) are considered on regions, on sub-regions, and on regional integration. The Swiss Agency for Development and Cooperation (SDC)-funded Improving Employment and Income through Development of Egypt’s Aquaculture Sector (IEIDEAS) project was implemented by WorldFish in partnership with CARE Egypt and the Egyptian Ministry of Agriculture and Land Reclamation from 2011 to 2014 and later extended to November 2015. The project focused on four governorates with significant aquaculture production (Kafr El Sheikh, Behera, Sharkia and Fayoum) and one governorate (El Mineya), where aquaculture was a new activity. The project was based on a value chain analysis conducted by WorldFish in September 2011 that identified the aquaculture value chain as a significant employer, particularly in rural areas. The analysis suggested that there was scope to increase employment of youth and women in the aquaculture sector The main objective was to increase aquaculture production by 10% and create 10,000 jobs. Other objectives included improving profitability for existing producers, securing employment for women fish retailers, expanding aquaculture in El Mineya and improving the policy environment for aquaculture.
