A Multinational Telemedicine Systems For Disaster Response Opportunities And Challenges

In the aftermath of a disaster, medical infrastructure is often significantly impacted or destroyed in the affected zone. Recognizing the need for an effective system for deployment in disaster zones, the Emerging Security Challenges Division within NATO's Science for Peace and Security Program (SPS) initiated the development of a multinational telemedicine system (MnTS). Such a system can improve access to health services and increase survival rates in emergency situations spanning both geographical and time zones. This book presents a review of this NATO-funded MnTS, and follows the thematic approach to its development. The book is divided into 14 chapters; Chapter 1 includes a historical review of telemedicine and disasters and Chapter 2 provides a historical perspective of NATO's efforts in the field of telemedicine, while Chapters 3 – 12 summarize the development of the MnTS. Critical components of the MnTS are addressed, such as overall organizational structure, the integration of information technology, legal and regulatory considerations, and outreach and public awareness. The evaluation of the MnTS in a field exercise is described, and the book closes with a final summary of the MnTS. The book addresses the challenges faced in deploying telemedicine following a disaster, such as IT, language, culture and legal issues, and provides a template for making telemedicine part of international disaster response.

Health security is dependent on many factors such as: individual government policies and regulations; budgets; management systems; and the collection, analysis, use, and protection of data. Telemedicine has the potential to change how healthcare is delivered around the world, and has developed to the point where it is possible for its use to become commonplace. The questions are, however, whether and how the use of telemedicine will improve health security in Southeast Europe. This book presents papers from the NATO Advanced Research Workshop (ARW) on Benchmarking Telemedicine: Improving Health Security in the Balkans, held in Skopje, Macedonia, in November 2016. The aim of the workshop was to bring together people from a wide range of sectors within the telemedicine community with representatives of NATO Member and Partner countries to share information and develop solutions to health security issues. Space-critical infrastructures represent an interdependent system of systems consisting of workforce, environment, facilities, and multidirectional interactions. These are essential for the maintenance of vital societal functions such as health, safety, security, mobility, and the economic and social well-being of people, and their destruction or disruption would have a significant impact on society as a whole. In all, 79 nations and government consortia currently operate satellites, with 11 countries operating 22 launch sites. Despite creating new challenges, this multi-actor environment offers opportunities for international cooperation, but making the most of these opportunities requires a holistic approach to space-critical infrastructure, away from strictly defined space technologies and towards understanding the resilience of complex systems and how they are intertwined in reality. This book presents papers from the NATO Advanced Research Workshop (ARW), entitled Critical Space Infrastructure: From Vulnerabilities and Threats to Resilience, held in Norfolk, Virginia, USA from 21-22 May 2019. The ARW brought together representatives from academia, industry, and international organizations in an effort to deepen scientific and technological understanding of space-critical infrastructures and explore the implications for national and international space security and resilience. It examined space as a critical infrastructure from a multidisciplinary perspective in accordance with NATO’s Strategic Concept.
