A New Science Strategy For Space Astronomy And Astrophysics

The past decade has delivered remarkable discoveries in the study of exoplanets. Hand-in-hand with these advances, a theoretical understanding of the myriad of processes that dictate the formation and evolution of planets has matured, spurred on by the avalanche of unexpected discoveries. Appreciation of the factors that make a planet hospitable to life has grown in sophistication, as has understanding of the context for biosignatures, the remotely detectable aspects of a planet's atmosphere or surface that reveal the presence of life. Exoplanet Science Strategy highlights strategic priorities for large, coordinated efforts that will support the scientific goals of the broad exoplanet science community. This report outlines a strategic plan that will answer lingering questions through a combination of large, ambitious community-supported efforts and support for diverse, creative, community-driven investigator research.

In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. The National Academies released a report at the same time that independently addressed many of the issues contained in the new policy. In June, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. This report provides an initial response to those requests. It presents guiding principles for selecting science missions that enhance and support the exploration program. The report also presents findings and recommendations to help guide NASA's space exploration strategic planning activity. Separate NRC reviews will be carried out of strategic roadmaps that NASA is developing to implement the policy.

Both the President's commission on how to implement the President's space exploration initiative and Congress asked the NRC undertake an assessment and review of the science proposed to be carried out under the initiative. An initial response to that request was the NRC February 2005 report, Science in NASA's Vision for Space Exploration. While that report's preparation, NASA created capabilities and strategy roadmapping efforts which became the object of the next phase of the NRC review. The new NASA administrator modified that NASA activity resulting in changes in the NRC review effort. This report provides a review of six science strategy roadmaps: robotic and human exploration of Mars; solar system exploration; universe exploration; search for earth-like planets; earth science and applications from space; and sun-earth system connection. In addition, an assessment of cross-cutting and integration issues is presented.

As such, astronomy cannot pass unnoticed. It touches on the origins of matter, of the Universe where we live, on life and on our destiny. It touches on philosophy as well as on religion. Astronomy is the direct c- tactofhumankindwithitsoriginsandtheimmensityofuniversalnature.It is indeed a science of observation where experimentation is practically - possible and which is ruled by mathematics, physics, chemistry, statistical analysis and modelling, while o?ering the largest number of veri?cations of the most advanced theories of fundamental physics such as general r- st ativity and gravitation. At the beginning of the 21 century astronomy is clearly a multidisciplinary activity touching on all aspects of science. It is therefore logical that in the past and still now, astronomy has attracted the most famous scientists, be they pure observers, mathematicians, physicists, biologists, experimentalists, and even politicians.

Anyone who doubts that astronomy is enjoying a golden age has only to browse the pages of Organizations and Strategies in Astronomy, Vol. 5. Our golden age is defined not only by the enormity of new discoveries of dark energy, dark matter, extra-solar planets, and the evolution of Mars, but also by the breadth, diversity, and creativity within our community. This volume records our history, in a period of such rapid change and growth that individual astronomers are hard-pressed to keep abreast of their own fields and neighborhoods, much less of developments world-wide. Since the 1950's, changes in the landscape of astronomy are manifold. We have witnessed two epochs of big telescope construction, the 4-meter class telescopes of the '60s and '70s and the 8-to lO-meter class telescopes of the '90s, continuing through today. We accomplished the transition from photographic to digital data, and we continue to improve the size and sen sitivity of astronomical detectors. We have witnessed the flowering of radio astronomy and the opening of the full electromagnetic spectrum through space astronomy. We have seen the growth of national and international astronomy facilities, and a dramatic broadening of the accessibility of data, both through observing facilities available through open competition based on scientific merit and through deep, rich archives of data.

In its fiscal year 2002 budget summary document the Bush administration expressed concern-based in part on the findings and conclusions of two National Research Council studies-about recent trends in the federal funding of astronomy and astrophysics research. The President's budget blueprint suggested that now is the time to address these concerns and directed the National Science Foundation (NSF) and the National Aeronautics and Space Administration (NASA) to establish a blue ribbon panel to (1) assess the organizational effectiveness of the federal research enterprise in astronomy and astrophysics, (2) consider the pros and cons of transferring NSF's astronomy responsibilities to NASA, and (3) suggest alternative options for addressing issues in the management and organization of astronomical and astrophysical research. NASA and NSF asked the National Research Council to carry out the rapid assessment requested by the President. This report, focusing on the roles of NSF and NASA, provides the results of that assessment.

In this new book, a distinguished panel makes recommendations for the nation's programs in astronomy and astrophysics, including a number of new initiatives for observing the universe. With the goal of optimum value, the recommendations address the role of federal research agencies, allocation of funding, training for scientists, competition and collaboration among space facilities, and much more. The book identifies the most pressing science questions and explains how specific efforts, from the Next Generation Space Telescope to theoretical studies, will help reveal the answers. Discussions of how emerging information technologies can help scientists make sense of the wealth of data available are also included. Astronomy has significant impact on science in general as well as on public imagination. The committee discusses how to integrate astronomical discoveries into our education system and our national life. In preparing the New Millennium report, the AASC made use of a series of panel reports that address various aspects of ground- and space-based astronomy and astrophysics. These reports provide in-depth technical detail. Astronomy and Astrophysics in the New Millenium: An Overview summarizes the science goals and recommended initiatives in a short, richly illustrated, non-technical booklet.
