Anti Access Warfare

This is the first book to examine the concept of anti-access and area denial warfare, providing a definitive introduction to both conceptual theories and historical examples of this strategy. Also referred to by the acronym "A2/AD," anti-access warfare has been identified in American strategic planning as the most likely strategy to be employed by the People's Republic of China or by the Islamic Republic of Iran in any future conflict with the United States. While previous studies of the subject have emphasized the effects on the joint force and, air forces in particular, this important new study advances the understanding of sea power by identifying the naval roots of the development of the anti-access concept. The study of anti-access or area denial strategies for use against American power projection capabilities has strong naval roots-which have been largely ignored by the most influential commentators. Sustained long-range power projection is both a unique strength of U.S. military forces and a requirement for an activist foreign policy and forward defense. In more recent years, the logic of the anti-access approach has been identified by the Department of Defense as a threat to this U.S. capability and the joint force. The conclusions in Anti-Access Warfare differ from most commentary on anti-access strategy. Rather than a technology-driven post-Cold War phenomenon, the anti-access approach has been a routine element of grand strategy used by strategically weaker powers to confront stronger powers throughout history. But they have been largely unsuccessful when confronting a stronger maritime power. Although high technology weapons capabilities enhance the threat, they also can be used to mitigate the threat. Rather than arguing against reliance on maritime forces-presumably because they are no longer survivable-the historical analysis argues that maritime capabilities are key in "breaking the great walls" of countries like Iran and China.

The U.S. armed forces must be prepared to deploy to a wide range of locations and confront adversaries that span the threat spectrum from poorly armed bands to peer-level foes. In future operations, the United States is also likely to face a range of anti-access and area denial threats that require a joint or combined response. Anti-access challenges prevent or degrade a force's ability to enter an operational area and can be geographic, military, or diplomatic. Area denial challenges are threats to forces within the operational area. As they relate to U.S. ground forces, these latter threats are characterized by the opponent's ability to obstruct the actions of U.S. forces once they have deployed. This report reviews selected findings from a study of Army and joint anti-access and area denial challenges. It also proposes a joint approach to countering these threats in future operations. There are important interdependencies and synergies between the services in terms of their ability to overcome these types of challenges. For example, some threats to the Army's ability to deploy to an operational area must be addressed primarily by the other services. Likewise, the Army could provide considerable assistance to the Air Force and Navy in suppressing or destroying air defenses that challenge joint air operations. For this reason, the services will need to work together to develop operational concepts and systems that will be effective in countering emerging and growing threats in future operations.

This book examines the recent shift in US space policy and the forces that continually draw the US back into a space-technology security dilemma. The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities. This volume explores the issues arising from evolving space capabilities across the world and the security challenges this poses. It subsequently discusses the complexity of the space environment and argues that all tools of national power must be used, with some degree of balance, toward addressing space challenges and achieving space goals. This book will be of much interest to students of space policy, defence studies, foreign policy, security studies and IR.

This book is open access under a CC BY-NC 2.5 license. On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.

Throughout its modern history, China has suffered from immense destruction and loss of life from warfare. During its worst period of warfare, the eight years of the Anti-Japanese War (1937-45), millions of civilians lost their lives. For China, the story of modern war-related death and suffering has remained hidden. Hundreds of massacres are still unrecognized by the outside world and even by China itself.
