Asia In The Global Ict Innovation Network

Production and innovation activities are being re-distributed across the world. The BRICS countries (Brazil, Russia, India and China) are proving the major engine of global growth, being less impacted by the financial crisis than developed economies or able to recover more quickly. Asia in the Global ICT Innovation Network takes a close look at the information and communication technologies (ICTs) landscape, not only in two BRICS countries, India and China, but also in South Korea and Taiwan. The book documents the size of the ICT sector for each of the selected countries, and assesses their R&D expenditure and its place in the international innovation network. The selected countries play a major role in shifting patterns of international trade and global value chains. The countries offer different historical profiles, with reforms dating back from the nineties for “Chindia and earlier policies for the “dragons , with later reforms focusing on IT. The book accounts for their specificity, and emphasises the fact that the four countries have achieved impressive results in terms of economic growth. The ICT sector was a major contributor to this growth and led a pioneering role for other sectors. This title consists of three parts: ICT in emerging economies, covering China and India; the return of the dragons, covering South Korea and Taiwan; and Network knowledge and trade, covering regional networks of R&D centres, India as an S&T cooperation partner, Asian countries in the global production network, and Asia in the process of internationalisation of ICT and R&D. Across Asia there is a keen interest in the potential advantages of America's market-led system of voluntary standards and its contribution to US innovation leadership in complex technologies. For its proponents, the US tradition of bottom-up, decentralized, informal, market-led standardization is a "best practice" model for innovation policy. Observers in Asia are, however, concerned about possible drawbacks of a standards system largely driven by the private sector. This study reviews the historical roots of the American system, examines its defining characteristics, and highlights its strengths and weaknesses. A tradition of decentralized local self-government has given voice to diverse stakeholders in innovation. However, a lack of effective coordination of multiple stakeholder strategies constrains effective and open standardization processes. Asian countries seeking to improve their standards systems should study the strengths and weaknesses of the American system. Attempts to replicate the US standards system will face clear limitations--persistent differences in Asia's economic institutions, levels of development, and growth models are bound to limit convergence to a US-style market-led voluntary standards system.

The global electronics industry is one of the most innovation-driven and technology-intensive sectors in the contemporary world economy. From semiconductors to end products, complex transnational production and value-generating activities have integrated diverse macro-regions and national economies worldwide into the "interconnected worlds" of global electronics. This book argues that the current era of interconnected worlds started in the early 1990s when electronics production moved from systems dominated by lead firms in the United States, Western Europe, and Japan towards increasingly globalized and cross-macro-regional electronics manufacturing centered in East Asia. By the 2010s, this co-evolution of production network complexity transformed global electronics, through which lead firms from South Korea, Taiwan, and China integrated East Asia into the interconnected worlds of electronics production across the globe. Drawing on literature on the electronics industry, new empirical material comprising custom datasets, and extensive personal interviews, this book examines through a "network" approach the co-evolution of globalized electronics production centered in East Asia across different national economies and sub-national regions. With comprehensive analysis up to 2021, Yeung analyzes the geographical configurations ("where"), organizational strategies ("how"), and causal drivers ("why") of global production networks, setting a definitive benchmark into the dynamic transformations in global electronics and other globalized industries. The book will serve as a crucial resource for academic and policy research, offering a conceptual, empirically driven grounding in the theory of these networks that has become highly influential across the social sciences.

The information and communications technology (ICT) revolution that swept the world through the 1990s has impacted the economic, political, and social structures of countries throughout Asia. These have presented themselves both as digital opportunities as well as challenges. This volume presents a collection of papers by scholars on the new development paradigms afforded by this new technology, from the experience of the software capital of Bangalore to the policy dilemmas faced by transition economies such as Vietnam.

Innovation, which in essence is the generation of knowledge and its subsequent application in the marketplace in the form of novel products and processes, has become the key concept in inquiries concerning the contemporary knowledge based economy. Geography plays a decisive role in the underlying processes that enable and support knowledge formation and diffusion activities. Place specific characteristics are considered especially important in this context, however, more recently investigation into innovative capacity of places has also turned its attention to external knowledge inputs through innovation networks, and increasingly recognize the evolutionary character of the processes that lead to knowledge creation and subsequent application in the marketplace. The chapters that comprise this book are embedded at the intersection of the dynamic processes of knowledge production and creative destruction. The first three contributions all discuss the role of global innovation networks, in the context of territorial and/or sectoral dynamics, while the following two chapters investigate the evolution of regional or metropolitan knowledge economies. The final three contributions adopt a knowledge base approach in order to provide insight into the organisation of innovation networks and spatiality of knowledge flows. This book was published in a special issue of European Planning Studies.
