Asia Pacific Diplomacy

This book brings together a unique team of academics and practitioners to analyse interests, institutions, and issues affecting and affected by the transition from Asia-Pacific to Indo-Pacific. The Indo-Pacific has emerged as the world’s economic and strategic centre of gravity, in which established and rising powers compete with each other. As a strategic space, the Indo-Pacific reflects the rise of geo-political and geo-economic designs and dynamics which have come to shape the region in the early twenty-first century. These new dynamics contrast with the (neo-)liberal ideas and the seemingly increasing globalisation for which the once dominant ‘Asia-Pacific’ regional label stood.

The emergence of Asia-Pacific regionalism, as witnessed by the increasing influence of the Asia-Pacific Economic Cooperation forum and the annual ASEAN Post-Ministerial Conference, highlights one of the major trends in late twentieth-century geopolitics and international relations.

Preventive diplomacy constitutes an important part of international conflict resolution mechanisms. This book presents the latest research trends in ideations, institutions and practices in preventive diplomacy and other peacebuilding measures of Asia-Pacific countries to ensure traditional and non-traditional security within and beyond the region. It studies peacebuilding issues range from North Korea nuclear issue in Northeast Asia, disputes in the South China Sea, Afghanistan peace process and China-India-Pakistan interaction in South Asia, UN peacebuilding in Central Asia, etc. It explores general security issues at the state, international, regional and global levels by experts from the Asia-Pacific. This book is a useful guide for those interested to know the security and preventive diplomacy status in the region's distinctive context.

Patman is one of the University of Otago's inaugural Sesquicentennial Distinguished Chairs, and his research interests concern international relations, US foreign policy, great powers, and the Horn of Africa. Publications include Strategic Shortfall: The 'Somalia Syndrome' and the March to 9/11 and co-edited books titled China and the International System: Becoming a World Power; Science Diplomacy: New Day or False Dawn; New Zealand and the World: Past, Present and Future. Robert is currently writing a volume called Rethinking the Global Impact of 9/11. Patrick Köllner is vice president of the German Institute for Global and Area Studies (GIGA), director of the GIGA Institute for Asian Studies, and professor of political science at the University of Hamburg. Recent publications include coedited special issues on think tanks in East Asia (Pacific Affairs, 2018) and political transformation in Myanmar (Journal of Current Southeast Asian Affairs, 2020), the co-edited volume Comparative Area Studies: Methodological Rationales and Cross- Regional Applications (Oxford University Press, 2018) and an article on Australia and New Zealand's changing China policies (The Pacific Review, 2021). Balazs Kiglics is a recent Ph.D. graduate and teaching fellow in the Languages and Cultures Programme at the University of Otago, New Zealand. His thesis explored the role of values in contemporary Japanese elite perceptions of Japan-China relations. He also coordinates the annual Otago Foreign Policy School and Otago National Security School. Balazs has co-edited the volume New Zealand and the World: Past, Present and Future. His research interests include Japanese and Chinese studies, international relations of the Asia-Pacific, and intercultural communication.

Preventive Diplomacy (PD) has been recognized as a useful tool to address security issues in the Asia-Pacific region. A step by step exploration of a PD mode on the basis of consensus compatible with the regional situation has become the common will of countries in the region. Since the region is facing various new challenges, innovation in theories and practices of PD is required. This book intends to promote discussions on the new ideas and new approaches of PD in the region, which can be effectively used to address the needs of the region and promote peace and security.

This study brings together Asian and Asia-based experts of international relations and U.S. foreign policy to present diverse Asian views about preferred modes of U.S. engagement in the region and compare their views with U.S. interests in the region-a prerequisite exercise to truly multilateral regional security governance. With the rise of Chinese power in absolute and relative terms over the next decades as a key driving factor of the international relations in the Asia Pacific, the United States has announced its "Rebalance to Asia" (previously referred as "Pivot to Asia") strategy. Asian responses, perceptions, and even interpretations of the U.S. strategy have been diverse. Misconceptions of the U.S. strategy can be attributed to the built-in contradictions among its objectives, deliberate ambiguities left by the architects of the strategy, mismatch between the stated strategy and actual policy implementations during the last three years, and subjective reading by the Asian countries through the lens of their own interests. This book will illuminate the diversity of Asian responses and perceptions and analyze the underlying reasons of the diversity. The overarching framework of analysis for this book is the very dilemma of alliances-abandonment and entrapment-which "hedging" aims at evading. "Abandonment" fear is primarily of the junior partner of an alliance that its senior partner may not come to its aid in crisis. Meanwhile, "entrapment" fear works both ways. The United States may drag its allies into its conflict against a third party, but U.S. allies may also drag the United States into their regional conflicts in which the United States has no direct or significant stake. The Asian choices of their strategic responses to the U.S. Rebalancing will be described and analyzed through the lens of the perceived balance between the abandonment and entrapment fears as well as other historical and domestic factors unique to each Asian country. The reading of the U.S. strategy by Asian countries is a subjective matter, and their interests likely influence their analysis and consequently strategies. It is not the aim of this volume to establish well defined "cause-and-effect" chain between the U.S. strategy and Asian strategies, but thick descriptions have enabled some chapter authors to identify reciprocal relations between the two. While China's growth is the most important driver of the changing strategic landscape in the Asia Pacific and the new U.S. strategy, the new U.S. strategy inevitably influence the Chinese strategy, which in turn triggers a chain reaction of strategic revisions in Asian countries. This book is essential reading for scholars in Asian politics, U.S. foreign policy, international relations as well as for policy makers.

To explore a PD mode compatible with the regional situation step by step on the basis of consensus has become the common will of the regional countries. Since the region is facing various new challenges, this requires innovation in theories and practices of PD. Focusing on the practice of preventive diplomacy, this book conducts empirical and comparative studies on the application of preventive diplomacy in various issue areas and by different countries.

This book provides a comprehensive analysis of Japan’s Asian diplomacy under Prime Minister Shinzō Abe. Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. Going forward, research in this book also explores the development of key regional affairs. Maritime security and space security are two of major security-related affairs, in which the states in East Asia and the Asia-Pacific have to engage, including the development of the TPP (TPP-11) and RCEP, as well as infrastructure development and development cooperation, which are crucial in relation to China’s initiatives in the BRI and AIIB. Lastly, the book provides valuable references to regionalism in East Asia and the Asia-Pacific by analyzing regional integration/cooperation through free trade agreements and the development of regional connectivity. This includes the evolution of cooperation and conflict within key regional frameworks such as the East Asia Summit and APEC, as well as key regional visions such as the Free and Open Indo-Pacific. It also takes into account the possible influence of ideational factors such as norms, principles, and rules on the development of regional cooperation.
