This book unravels the paradox of gentrification in Helsinki, Finland. Here, housing and welfare policies work well under certain conditions to prevent the worst outcomes of residential gentrification. Yet other forms of gentrification have proliferated in recent years, and local urban planning has gained a momentum in efforts to remake the urban landscape for business and tourism. Through a range of methods, each chapter approaches a different aspect of gentrification: the effectiveness of welfare policies against residential gentrification, the importance of retail gentrification and symbolic changes, the role of media and state-led tourism campaigns in promoting gentrification, the rise of vibrancy and sustainability as concepts driving regeneration, and the question of planning principles like participation in confronting gentrification. The reader will find a state system that supports a delicate balance in housing, but a local planning regime related to a more “generalized” gentrification. The results raise questions about the limits of the welfare state in an age of global competition. This book seeks to unravel the changes in rural governance sparked by state-led programs, evaluate the programs’ implementation, and refine the interpretation of governance theory with new empirical material from rural China. When it comes to rural issues in contemporary China, there is no shortage of national strategies: from “Coordinating Urban–Rural Development” in 2003 to “Rural Revitalization” in 2017, the rejuvenation of the countryside has attracted unprecedented policy interest. At the same time, rural governance has been subject to significant political, social and economic changes. However, comparatively little research has been conducted on the phenomenal reconnection between the state and rural society, and our previous understanding of rural governance is no longer adequate. As a result of the programs, a new model of governance is now emerging in rural China. The programs have accelerated the formation of state-private-farmer partnerships, while also promoting the participation of grassroots society in rural reconstruction. In the initial stage, the state’s role is important to securing non-governmental sectors’ engagement. However, this does not mean that the model guarantees sustainable governance: in terms of land tenure reform, infrastructure investment, and subsidies, the programs merely empower farmers and other stakeholders to engage in rural reconstruction. The success of these reconstruction efforts ultimately depends on a suitable pricing mechanism for public goods provision, as well as the self-organization of grassroots society.

This book follows the citizenship-based approach and interrogates the policies on urban village redevelopment from a perspective of social exclusion and inclusion. It focuses on two questions: how policy makers and urban villagers understand social inclusion differently, and what makes a difference in enhancing social inclusion. Firstly, an examination of citizenship conceptions, as reflected in the Chinese traditional discourses, provides the basis for questioning the political rhetoric of social inclusion in China. Secondly, a comparison between policy makers’ and villages’ interpretations on urban citizenship helps explore the different understandings of citizenship between them. Finally, by studying six redeveloped urban villages in the city of Xi’an, the book identifies what villagers strive for, and discusses how their strivings make a difference in achieving social inclusion during urban village redevelopment.
