For anyone who is trying to keep up with the extremely rapid developments in the biodiesel industry, the second edition of Biodiesel: Growing a New Energy Economy is an invaluable aid. The breathtaking speed with which biodiesel has gained acceptance in the marketplace in the past few years has been exceeded only by the proliferation of biodiesel production facilities around the United States--and the world--only to confront new social and environmental challenges and criticisms. The international survey of the biodiesel industry has been expanded from 40 to more than 80 countries, reflecting the spectacular growth of the industry around the world. This section also tracks the dramatic shifts in the fortunes of the industry that have taken place in some of these nations. The detailed chapters that cover the industry in the United States have also been substantially rewritten to keep abreast of its many new developments and explosive domestic growth. An expanded section on small-scale, local biodiesel production has been added to better represent this small but growing part of the industry. Another new section has been added to more fully explore the increasingly controversial issues of deforestation and food versus fuel, as well as GMO crops. The second edition concludes with updated views on where the industry is headed in the years to come from some of its key players.

The fed. gov¿t. supports the use of biofuels -- transportation fuels produced from renewable plant matter, such as corn -- in the pursuit of energy, environ., and agr. policy goals. Tax credits (TC) encourage the prod¿n. and sale of biofuels in the U.S., lowering the costs of producing biofuels, such as ethanol or biodiesel, relative to the costs of producing their substitutes -- gasoline and diesel fuel. Fed. mandates require the use of specified minimum amounts and types of biofuel. This study assesses the incentives provided by the TC for producing different types of biofuels and analyzes whether they favor one type of biofuel over others. Estimates the cost to consumers of reducing the use of petroleum fuels and emissions of greenhouse gases through those TC. Illus.

In December 2007, the Congress expanded the renewable fuel standard (RFS), which requires rising use of ethanol and other biofuels, from 9 billion gallons in 2008 to 36 billion gallons in 2022. To meet the RFS, the Departments of Agriculture (USDA) and Energy (DOE) are developing advanced biofuels that use cellulosic feedstocks, such as corn stover and switchgrass. The EPA administers the RFS. This report examines, among other things: (1) the effects of increased biofuels production on U.S. agriculture, environment, and greenhouse gas emissions; (2) federal support for domestic biofuels production; and (3) key challenges in meeting the RFS. Includes recommendations. Charts and tables.

This is a print on demand edition of a hard to find publication. With recent high energy prices, the passage of major energy legislation in 2005 and 2007, and the passage of a new farm bill in 2008, there is congressional interest in promoting alternatives to petroleum fuels. Biofuels -- transportation fuels produced from plants and other organic materials -- are of particular interest. Ethanol and biodiesel, the two most widely used biofuels, receive significant gov¿t. support under fed. law in the form of mandated fuel use, tax incentives, loan and grant programs, and certain regulatory requirements. This report outlines fed. programs that provide direct or indirect incentives for biofuels. For each program described, the report provides details incl.: administering agency, authorizing statute(s), annual funding, and expiration date. Illus.
