Biomass Energy Policy In Africa

This book provides information on the distribution of the available energy resources throughout the continent and how it is linked to the development of individual states. Africa is considered one of the poorest continents in the world, mainly because its development has historically depended on imported resources including technical expertise. This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment. Many initiatives in Africa fail because of the many loopholes in the management structures, which allow corruption, theft, and mere selfishness to thrive. In addition to the negative impacts of these factors on implementation activities, there is also a general lack of institutional support for initiatives that could otherwise be very progressive. Thus, taken together, these retrogressive practices stifle African energy development plans. Most people in Africa depend on biomass, principally woodfuel, as a source of energy. This book discusses the problems of fuel scarcity and greenhouse gas emissions associated with biomass energy, and the policy options for addressing them, in Botswana and Rwanda. The case studies draw on original in-country surveys and the existing literature. The two Botswana studies address the implications of the fuelwood problem, including its contributions to deforestation. The Rwanda studies examine the seasonal and spatial variation of biomass energy consumption.

The work builds on the results of the COMPETE Bioenergy Competence Platform for Africa, which was supported by the European Commission and coordinated by WIP Renewable Energies, Germany. The five sections cover biomass production and use, biomass technologies and markets in Africa, biomass policies, sustainability, and financial and socio-economic issues. This valuable work is, in effect, a single-source treatment of a key energy sector in a part of the world which still has a lot of unrealised potential for development.

The Regional Economic Communities (RECs) in Eastern and Southern Africa have been at the forefront to developing new energy policies and programmes aimed at reaching the UN goal of Ensuring Access to Clean Energy for All by 2030. In the year 2006, the East African Community passed the EAC Strategy to Scale Up Access to Modern Energy Services, committing its Member States to reach the UN goal of "access to all" by 2030. The Inter-governmental Authority for Development adopted its Environmental and Natural Resources Policy in 2007 which includes issues of renewable energy. The Common Market for Eastern and Southern Africa launched its Model Energy Programme in 2012, followed the same year by its comprehensive baselines database on renewable resources covering all its Member States. In the year 2009, the African Union General Assembly at its 12th Ordinary Session adopted the Policy on "Scaling Up Renewable Energy in Africa". The regional policies have been domesticated by Member Sates of the RECs. Although their targets are very ambitious, implementation programmes launched at national level are robust and producing results. Both in the policies and implementation programmes, gender issues have, however, not featured prominently. Noting this deficit, the Organisation for Social Science Research in Eastern and Southern Africa called for researchers to assess the extent to which energy policies in Eastern and Southern Africa have taken gender issues on board. This book is the product of that project. It has ten chapters that investigated the gender-energy nexus in Zimbabwe, Ethiopia, Tanzania, Swaziland, Sudan and Kenya. The book will prove useful to all policy makers, researchers and analysts who may be interested in strengthening the gender content of the programmes as we move towards 2030. We believe it triggers and helps policy makers and researchers to create platforms to use its findings, and those of others, to see how in gender terms those at the bottom of the energy access pyramid can be factored into these programmes, to make sure they are not left behind.
