Breaking The Ice The Role Of Civil Society And Media In Turkey Armenia Relations

Almost three years have passed since the Protocols on Turkey-Armenia relations were signed in October 2009. With their failure to be ratified less than a year later, Turkey-Armenia relations have once again seemingly fallen off of the Turkish government, media and public's agenda. Three years from now on April 24, Armenians will commemorate the 100th anniversary of the mass massacres and deportations of Armenians that took place in the Ottoman Empire between 1915 and 1917. Without a new initiative to re- start the rapprochement process, it seems like the next time the Armenia issue will be on Turkey's agenda in a significant way will be during this commemoration. In short, official relations are "frozen" at present and perhaps for the near future. Yet GPoT Center's extensive experience in "second-track" diplomacy and conflict resolution projects in various countries gives it a long-term view that lends it hope about future prospects for Turkey- Armenia relations. Particularly in Armenia, GPoT has enacted and continues to enact numerous exchange programs, roundtable discussions and research projects with its Armenian partners that bring together stakeholders from both countries to create and foster dialogue.

This book explores developments in the three major societies of the South Caucasus – Armenia, Azerbaijan and Georgia – focusing especially on religion, historical traditions, national consciousness, and political culture, and on how these factors interact. It outlines how, despite close geographical interlacement, common historical memories and inherited structures, the three countries have deep differences; and it discusses how development in all three nations has differed significantly from the countries’ declared commitments to democratic orientation and European norms and values. The book also considers how external factors and international relations continue to impact on the three countries.

This book analyzes the place and role of sport within public diplomacy, including theoretical conceptualizations of the category of sports diplomacy as a sub-category of public diplomacy and empirical research of selected examples of the use of sport within public diplomacy. The empirical part of the book refers to three approaches to sports diplomacy and concerns the utilization of sport by states in order to shape relations with other states, the role of sport in building the international image of a state and the diplomatic subjectivity of international sports organizations. In reference to the first two approaches, the book uses comparative case study was in order to make observations and generalizations concerning sports diplomacy. Apart from that, the book includes a detailed study of the diplomatic subjectivity of the International Olympic Committee.

This book explores the genealogy of the concept of 'Medz Yeghern' ('Great Crime'), the Armenian term for the mass murder and ethnic cleansing of the Armenian ethno-religious group in the Ottoman Empire between the years 1915-1923. Widely accepted by historians as one of the classical cases of genocide in the 20th century, ascribing the right definition to the crime has been a source of contention and controversy in international politics. Vartan Matiossian here draws upon extensive research based on Armenian sources, neglected in much of the current historiography, as well as other European languages in order to trace the development of the concepts pertaining to mass killing and genocide of Armenians from the ancient to the modern periods. Beginning with an analysis of the term itself, he shows how the politics of its use evolved as Armenians struggled for international recognition of the crime after 1945, in the face of Turkish protest. Taking a combined historical, philological, literary and political perspective, the book is an insightful exploration of the politics of naming a catastrophic historical event, and the competitive nature of national collective memories.

This volume studies the contemporary dynamics of conflict and cooperation within Eurasia with reference to interdependencies, partnerships and contestations on regional security, energy, democratic transition, and trade. Its key concern, in a broader sense, is, therefore, to understand the various outcomes of post-Soviet regional transformation and the intra- and inter-regional integrative or dismantling interaction making the regional countries hopeful or pessimistic about the future of their immediate and extended neighbourhood within contemporary Eurasia. The contributions here unfold the contemporary strategies of individual states with regards to cooperation, on the one hand, and the unavoidable conflicts in both bilateral relations and on a regional level, on the other. The chapters examine, with reference to central Eurasia, the root causes and the transitive character of conflict and cooperation, regional security dynamics and competing security complexes, and rising powers’ increasing involvement in the equation favouring cooperation via trade. As such, this book provides a better understanding of both the issues and the challenges the wider Eurasian region is currently experiencing.

This book contains 16 papers, presented at the workshop: Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus, which was held in Istanbul, Turkey in October 2009. Whilst the Cold War did not exclude the existence of other threats, such as environmental hazards, organized crime, terrorism, economic instability and illegal immigration, it is only since the emphasis on East-West rivalry and the specter of nuclear confrontation between the two blocs have diminished that these have become articulated as major sources of concern for global security.

How did civil society function as a locus for reconciliation initiatives since the beginning of the 20th century? The essays in this volume challenge the conventional understanding of reconciliation as a benign state-driven process. They explore how a range of civil society actors - from Turkish intellectuals apologizing for the Armenian Genocide to religious organizations working towards the improvement of Franco-German relations - have confronted and coped with the past. These studies offer a critical perspective on local and transnational reconciliation acts by questioning the extent to which speech became an alternative to silence, remembrance to forgetting, engagement to oblivion.
