Bridging The Wash Humanitarian Development Divide

The authors discuss lessons learned across Africa, Asia, and the Middle East that will inspire humanitarian, development, and government professionals, in and outside the WASH sector, to work together to improve the long-term impact of sustainable WASH programmes in humanitarian contexts.

Humanitarian crises are growing in length and complexity due to external destabilising pressures including conflict, COVID, and climate change, with the average length of refugee situations now exceeding twenty years. Until now, there has not been any specific WASH publication of this kind that reflects on these fundamental external factors that will play a vital role in the delivery of WASH services over the humanitarian-development divided within the context of fundamental sub-sectors. In their second insightful book on this important topic, Marielle Snel and Nik Sorensen call for humanitarian and development WASH professionals to work together in a more coordinated manner to develop more effective humanitarian WASH programming that keeps long-term development goals in mind. In this book, the authors bring together experts from across the humanitarian/development fields, with a focus on the humanitarian-development-peace nexus and a multi-sectoral response to connecting humanitarian and development sectors as an innovative answer to bridging these challenges. Contributors reference case studies to look more closely at ways each sub-field could better integrate with WASH programming. There is no one size fits all solution to an integrated humanitarian-development response. However, the authors and contributors in this book provide deeper insights into the "how" question underlying integrated WASH programming. This work will be of interest not only to professionals working in the humanitarian and development WASH sector, but also to others across the humanitarian, development, and peace sectors ranging from government officials to managers working directly or indirectly around WASH.

The book explores and presents the theory, policy and practice of how governments, civil society, aid organisations and people themselves prepare for, withstand and recover better from urban disasters including windstorms, floods, earthquakes and fires, and the effects of climate change. This book is written for urban policy makers, researchers, humanitarian aid and development workers, and anyone interested in urbanisation, participatory approaches, disasters, resilience and climate change adaptation.

In addressing humanitarian crises, the international community has long understood the need to extend beyond providing immediate relief, and to engage with long-term recovery activities and the prevention of similar crises in the future. However, this continuum from short-term relief to rehabilitation and development has often proved difficult to achieve. This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda. The book concludes by proposing a common conceptual framework designed to appeal to different stakeholders involved in crisis management. Following on from the World Humanitarian Summit, where a new way of working on the humanitarian-development nexus was highlighted as one of five major priority trends, this book is a timely contribution to the debate which should interest researchers of humanitarian studies, conflict and peace studies, and disaster risk-management.

The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. The report also offers, in a rigorous yet accessible manner, guidance about how to address these challenges and to seize the opportunities that sound water management provides in order to achieve and maintain economic, social and environmental sustainability.

This book examines water security as a prime example of how the economic, socio-cultural and political-normative systems that regulate access to water reflect the evolving and gendered power relations between different societal groups. Access to water is characterized by inequalities: it depends not only on natural water availability, but also on the respective socio-political context. It is regulated by gender-differentiated roles and responsibilities towards the resource, which are strongly influenced by, among others, tradition, religion, customary law, geographical availability, as well as the historical and socio-political context. While gender has been recognized as a key intervening variable in achieving equitable water access, most studies fail to acknowledge the deep interrelations between social structures and patterns of water use. Proof of these shortcomings is the enduring lack of data on water accessibility, availability and utilization that sufficiently acknowledges the relational nature of gender and other categories of power and difference, like class and socioeconomic status, as well as their comprehensive analysis. This book addresses this major research gap.
