Can Transfer Programs Be Made More Nutrition Sensitive

Malnutrition can best be addressed by a combination of nutrition specific interventions and nutrition sensitive programs, including social protection. This study reviews mechanisms of transfer program in order to better design nutrition sensitive social protection. Social protection programs typically increase income as well as influence the timing and, to a degree, control of this income. Additionally, social protection programs may achieve further impact on nutrition by fostering linkages with health services or with sanitation programs, and specifically through activities that are related to nutrition education or micronutrient supplementation. This paper discusses what might be expected from such programs and reviews some of the evidence from specific transfer programs.

Building on the momentum created by ICN2, the BRICS countries have actively participated in and facilitated global discussions on nutrition-sensitive social protection; in particular, during the Global Forum on Nutrition-Sensitive Social Protection, held in Moscow, Russian Federation, from 10 to 11 September 2015, which brought together policy-makers, researchers and experts in the areas of nutrition and social protection from 27 countries.

This Inter-Agency Social Protection Assessment (ISPA) tool on Food Security and Nutrition (FSN ISPA) provides a framework of analysis to assess how social assistance and programmes can achieve a greater positive impact on food security and nutrition (FSN) at country level. This tool belongs to the set of programme level ISPA tools and focuses on identifying opportunities to strengthen coherence and improve the results of social assistance programmes for FSN. The FSN ISPA tool is a broadly designed proposed set of principles, steps and instruments for country adaptation that must be tailored to each country context and programme under review. It is not intended to be used for cross-country comparisons, but rather aims to analyse the given programme(s) of focus and country context (including FSN and other conditions), to identify where and how FSN impacts may be enhanced. ISPA tools are the result of a multi-agency initiative that aims to put forth a unified set of definitions, assessment tools, and outcome metrics to provide systematic information for a country to assess its social protection system, schemes, programmes, and implementation arrangements.

The concept of food and nutrition security has evolved and risen to the top of the international policy agenda over the last decade. Yet it is a complex and multi-faceted issue, requiring a broad and inter-disciplinary perspective for full understanding. This Handbook represents the most comprehensive compilation of our current knowledge of food and nutrition security from a global perspective. It is organized to reflect the wide scope of the contents, its four sections corresponding to the accepted current definitional frameworks prevailing in the work of multilateral agencies and mainstream scholarship. The first section addresses the struggles and progression of ideas and debates about the subject in recent years. The other sections focus on three key themes: how food has been, is and should be made available, including by improvements in agricultural productivity; the ways in which politico-economic and social arenas have shaped access to food; and the effects of food and nutrition systems in addressing human health, known as food utilisation. Overall, the volume synthesizes a vast field of information drawn from agriculture, soil science, climatology, economics, sociology, human and physical geography, the nutrition and health sciences, environmental science and development studies.

Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent. This book details strategies and practical approaches designed to alleviate hunger and malnutrition in a new era where technological change, markets, patterns of governance, and social programs have an increasingly global dimension. More specifically, this book addresses a range of considerations including the role of small farmers in a world where the global reach of multinational corporations have enormous control from the farm to local markets and the grocery store; misgivings and misperceptions about genetically modified foods; the increasing competition of food and energy sectors for agricultural output; the importance of micronutrient deficiencies and chronic disease related to obesity, which often coexists in the same communities as hunger; and issues of sustainability of the food and agricultural system in an period when there is increasing concerns over global warming and environmental degradation. Currently there is also more emphasis on evidence-based policymaking, which has raised the standard of proof for evaluating the impact of micro-level interventions that have traditionally been so widely embraced and are now under increased scrutiny. It is in this context that this book provides practical advice on programs that can effectively target those at greatest risk of malnutrition and guidance on policies to promote a healthy and sustainable food and agricultural system. Overlaying all of these challenges is the book's emphasis on both identifying data and information needs for decision-making, and practical considerations for better understanding the domestic and international political and social constraints that need to be addressed when trying to translate scientific knowledge and information into practice.

At the 2013 Nutrition for Growth Summit in London, 96 signatories (governments, civil society organizations, donors, United Nations’ agencies, and businesses) agreed to support the creation of an annual report on global nutrition that would be authored by an independent expert group, in partnership with a large number of contributors. The first edition of this report, the Global Nutrition Report 2014, puts a spotlight on worldwide progress by the 193 member countries of the United Nations in improving their nutrition status, identifies bottlenecks to change, highlights opportunities for action, and contributes to strengthened nutrition accountability on country and global levels.

In 2013 the Bureaus of Agriculture in the regional states of Amhara, Oromia, and Southern Nations, Nationalities, and Peoples of Ethiopia supported a program of direct marketing of certified seed by seed producers to farmers across 31 woredas (districts). This program stands in contrast to the dominant procedure for supplying such seed in which farmers register with local agricultural offices or extension agents to purchase seed for the coming cropping season and then receive seed either directly from these local offices or through local cooperatives. The evaluation shows that competition between entrepreneurial seed producers to capture a substantial portion of the market of farmer-customers for their seed to enable their firms to remain in business will propel wider and more effective distribution of new and improved hybrid maize to more and more farmers.

This paper aims to empirically infer potential causal linkages between fruit and vegetable (F&V) production, individual F&V intake, household food security, and anemia levels for individual women caregivers of childbearing age. Using a unique and rich dataset recently collected from rural smallholder Ugandan households, we show that the use of a qualitative tool to measure household food insecurity is robust and applicable in other contexts. We also show, using robust econometric methods, that women living in F&V-producer households have a significantly higher intake of F&Vs than those living in nonproducer households. Furthermore, F&V-producer households are potentially more food secure, and women caregivers in producer households have significantly higher levels of hemoglobin, rendering the prevalence rates of anemia lower among F&V-producer households. We argue that these effects, modest as they are, could be further improved if there were deliberate efforts to promote the intensification of smallholder F&V production.
