[...] No formal document describes a grand strategy for the United States, and indeed, many academics deny that one exists. Yet a close look at our history as a world power suggests that core interests and how we secure them have remained generally consistent over time. If grand strategy "rises above particular strategies intended to secure particular objectives," many decades of focusing on nuclear deterrence, power projection, alliances and partnerships, and military and economic strength probably constitute the underpinnings of a coherent grand strategy. How we employ and leverage these instruments of national power to protect, defend, and advance the national interest is, after all, the essence of grand strategy. In a dangerous world, these pillars have provided a strong foundation for national security. While many associate the concept commonly referred to as the “military-industrial complex” with President Dwight D. Eisenhower’s 1961 farewell address, the roots of it existed two hundred years earlier. This concept, as Benjamin Franklin Cooling writes, was “part of historical lore” as a burgeoning American nation discovered the inextricable relationship between arms and the State. In Arming America through the Centuries, Cooling examines the origins and development of the military-industrial complex (MIC) over the course of American history. Entessar & Afrasiabi’s Iran Nuclear Negotiations (Rowman & Littlefied, October 2015) offered a thorough analysis of the negotiation process between Iran and the 5+1 great powers about its nuclear program. This book essentially builds upon it, focusing this time on the final nuclear agreement, the ensuing debates around it, and its global and regional ramifications especially in the Middle East. The first section analyzes the agreement through the prism of international relations theories, using a constructivist-critical theory approach. This is followed by an overview of the intense debates in Iran, the West, and other parts of the world, on the nuclear agreement and its various pros and cons, not to mention the connected, yet separate Iran-IAEA agreement. The second section covers Iran’s foreign policy and its various priorities, looking in particular at the impact of the nuclear deal on the country’s external relations and orientations, contextualized in terms of pre-existing issues and concerns and the profound influence of the nuclear agreement on the perceptions of Iranian power in the region and beyond. Iran’s relations with its Arab, Turkish, Russian, and other neighbors are discussed, focusing on both the direct and indirect impact of the nuclear agreement on these relations, especially the paradoxical implications of the nuclear deal with respect to the non-nuclear crises in the Middle East, such as the Syria-Iraq crisis, and the re-alignments that have put Iran at the crossroads of East and West. Other issues covered include energy security, regional economic cooperation, the endemic sectarianism highlighted by Iran-Saudi competition, and the deadlock on the Middle East peace process. The third section then examines the issue of a Middle East nuclear weapons-free zone and the likely consequences of the Iran nuclear deal on this prospect, which, in turn, raises the issue of regional proliferation and counterproliferation. The last section explores some possible various scenarios and the challenges of implementation as a relatively long-term agreement, providing specific policy recommendations for the regional actors and the external powers that are stakeholders in the volatile Middle East.

America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.
