China’s change to a new model of growth, now called the ‘new normal’, was always going to be hard. Events over the past year show how hard it is. The attempts to moderate the extremes of high investment and low consumption, the correction of overcapacity in the heavy industries that were the mainstays of the old model of growth, the hauling in of the immense debt hangover from the fiscal and monetary expansion that pulled China out of the Great Crash of 2008 would all have been hard at any time. They are harder when changes in economic policy and structure coincide with stagnation in global trade and rising protectionist sentiment in developed countries, extraordinarily rapid demographic change and recognition of the urgency of easing the environmental damage from the old model. China’s economy has slowed and there are worries that the authorities will not be able to contain the slowdown within preferred limits. This year’s Update explores the challenge of the slowdown in growth and the change in economic structure. Leading experts on China’s economy and environment review change within China’s new model of growth, and its interaction with ageing, environmental pressure, new patterns of urbanisation, and debt problems at different levels of government. It illuminates some new developments in China’s economy, including the transformational potential of internet banking, and the dynamics of financial market instability. China’s economic development since 1978 is full of exciting change, and this year’s China Update is again the way to know it as it is happening.

The world and China's place in it have been transformed over the past year. The pressures for change have come from the most severe global financial crisis ever. The crisis has accelerated China's emergence as a great power. But China and its global partners have yet to think or work through the consequences of its new position for the governance of world affairs. China's New Place in a World in Crisis discusses and provides in-depth analysis of the following questions. How have China's growth prospects been affected by the global crisis? How will the crisis and China's response to it impact China's major domestic issues, such as industrialisation, urbanisation and the reform of the state-owned sector of the economy? How will the crisis and the international community's response to it affect the rapidly emerging new international order? What will be China's, and other major developing countries', new role? Can China and the world find a way of breaking the nexus between economic growth and environmental sustainability - especially on the issue of climate change?

China should complete its transition to a market economy through enterprise, land, labor, and financial sector reforms, strengthen its private sector, open its markets to greater competition and innovation, and ensure equality of opportunity to help achieve its goal of a new structure for economic growth. These are some of the key findings of China 2030, a joint research report by a team from the World Bank and the Development Research Center of China s State Council. This report lays out the case for a new development strategy for China to rebalance the role of government and market, private sector and society to reach the goal of becoming a-high income country by 2030. China 2030 recommends steps to deal with the risks facing China over the next 20 years, including the risk of a hard landing in the short term, as well as challenges posed by an ageing and shrinking workforce, rising inequality, environmental stresses, and external imbalances. The report presents six strategic directions for China s future: Completing the transition to a market economy; Accelerating the pace of open innovation; Going green to transform environmental stresses into green growth as a driver for development; Expanding opportunities and services such as health, education and access to jobs for all people; Modernizing and strengthening its domestic fiscal system; and Seeking mutually beneficial relations with the world by connecting China s structural reforms to the changing international economy.

China's strong economic growth occurring alongside modernization across the great majority of Asian societies has created what many see as a transnational space through and by which not only economic, social and cultural resources, but also threats and crises flow over traditional political boundaries. The first section of the work lays out a clear conceptual framework. It draws on arguments about nation no longer being the only container of society, about trans-disciplinary thinking, and about knowledge being context-bound. It identifies and discusses distinctive features of China and Asia in the global era. These include population, urbanization and climate change; the continuing reach of Orientalist shadows; cultural politics of knowledge. It closes by arguing how global studies adds value to existing accounts. The second, and longer, section applies this framework through a series of original empirical case-studies in three areas: migration/poverty/gender; culture/education; well-being. Both the conceptual framework and case-studies are drawn from research presented at HKBU since 2011 under the auspices of the Global Social Sciences Conference Series and supplemented by additional papers.

The remarkable rise of China over the past three decades has been unprecedented in both its scale and speed. Analysts around the world have attempted to understand the causes of this unique event and to predict how long it will last. China's rise has also raised two important questions. The first concerns the stability and the sustainability of China’s growth, which has been accompanied by growing internal and external imbalances, rising inequality at home, environmental degradation and an increased risk of catastrophic climate change, and has happened in spite of the continuing, if diminished, role of the state in many sectors of the economy. The second concerns trying to guess what the effect of China’s rise will be on its relations with the rest of the region, the world and the existing global order. It seems only a matter of time until China becomes the world’s largest economy, and history suggests that it is unthinkable that this event would be without geopolitical consequences. The chapters in this volume draw on papers originally presented to the 34th Pacific Trade and Development Conference held in Beijing in 2010 to discuss these two big questions and China’s changing role in the world economy. This book will be welcomed by students and scholars of Chinese economics, business and politics, and those interested in the pervasive impact of China’s development on the global economy.

Where the last three decades of the 20th century witnessed a China rising on to the global economic stage, the first three decades of the 21st century are almost certain to bring with them the completion of that rise, not only in economic, but also political and geopolitical terms. China's integration into the global economy has brought one-fifth of the global population into the world trading system, which has increased global market potential and integration to an unprecedented level. The increased scale and depth of international specialisation propelled by an enlarged world market has offered new opportunities to boost world production, trade and consumption; with the potential for increasing the welfare of all the countries involved. However, China's integration into the global economy has forced a worldwide reallocation of economic activities. This has increased various kinds of friction in China's trading and political relations with others, as well as generating several globally significant externalities. Finding ways to accommodate China's rise in a way that ensures the future stability and prosperity of the world economy and polity is probably the most important task facing the world community in the first half of the 21st century. The book delves into these issues to reflect upon the wide range of opportunities and challenges that have emerged in the context of a rising China.
