Climate Change And Agricultural Policy Options

Climate change is a significant and growing threat to food security—already affecting vulnerable populations in many developing countries, and expected to affect ever more people in more places, unless action is taken beginning today. Current scenarios for business-as-usual farming under climate change project growing food security challenges by 2050. Worst hit will be underdeveloped regions of the world where food insecurity is already a problem and populations are vulnerable to shocks (Rosegrant et al. 2014). Improvements in agricultural technology and management are expected to increase food security, but if we do not address climate change, climate-related losses in crop and livestock productivity will reduce those gains (Lobell and Gourdji 2012). In this challenging environment, countries will need to contend with shifts in which crops they can best produce, significant changes in global prices, and change in countries’ comparative advantages. New analytical tools that allow policy makers and decision makers to integrate data from the global to the local level offer an important opportunity for countries to identify the most effective ways to address climate change. As the 22nd Conference of the Parties (COP22) gets underway and the role of agriculture as a key element in reducing emissions is widely recognized, countries can use these tools to identify locally appropriate policies that will reduce the impact of climate change on food security over the long term.

This book examines the current and future challenges facing the food and agricultural system and their implications for policymaking at the national and international level.The growth in global population and income is expected to result in increasing demand for food and agricultural raw materials, intensifying concerns over food security and increasing pressure on the planet's natural resources. Moreover, climate change — a challenge on its own — is likely to increase the urgency for reforms in the food and agricultural sector. As a substantial contributor to greenhouse gas emissions, the sector will need to participate in efforts to slow global warming and to adjust to the effects of climate change, while ensuring global food security and resource sustainability. These pressures define a new set of priorities for policymaking at the national and international level. They also necessitate changes in the framework of global institutions for effective governance of the food system.Global Challenges for Future Food and Agricultural Policies presents a comprehensive analysis of the inter-related policy challenges of food security, management of natural resources, climate change, and international governance. The book also offers valuable insights into options for effective policymaking with the goal of inducing positive policy changes to the food and agricultural sector.

In farming systems across Canada, effective risk management is necessary to deal with drought, flooding, and extreme weather, and to adapt to altered climate and weather conditions. Unfortunately, climate change risks and opportunities are not always well understood among researchers and policy makers in the Canadian agri-food sector. This book addresses that gap by providing a wide-ranging synopsis of what climate change means for Canadian agriculture, exploring different approaches to the topic, and presenting examples of current research. It covers all agricultural regions and a wide variety of commodity production and farming systems. This comprehensive survey synthesizes twenty years of research on climate change and Canadian agriculture.

Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

This publication aims to assist countries in understanding the specific challenges and opportunities posed by climate change in the agricultural sector in order to increase climate resilience and adapt to climate change. The report presents local-level priorities, informed by stakeholder input, to build agricultural resilience in both countries. The objectives of this study are threefold: 1) to improve the understanding of climate change projections and impacts on rural communities and livelihoods in selected regions of Jordan and Lebanon, specifically the Jordan River Valley and Lebanon’s Bekaa Valley; 2) to engage local communities, farmers, local experts, and local and national government representatives in a participatory fashion in helping craft agricultural adaptation options to climate change; and 3) to develop local and regional climate change action plans that formulate recommendations for investment strategies and strategic interventions in local agricultural systems. Therefore, this publication may serve as the analytical underpinning for ongoing discussions taking place within the governments, including the Ministries of Agriculture and Environment, on how to best move forward in building agricultural resilience to climate change.

The impacts of climate change on agricultural systems and rural economies are already evident throughout Europe and Central Asia. This study, Reducing the Vulnerability of Georgia’s Agricultural Systems to Climate Change, provides a menu of options for climate change adaptation in the agricultural and water resources sectors in Georgia.

As the global population grows and incomes in poor countries rise, so too, will the demand for food, placing additional pressure on sustainable food production. Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world's population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages. In pursuit of these goals, policymakers should increase public investment in land, water, and nutrient use and maintain relatively free international trade. This inquiry into the future of food security should be of use to policymakers and others concerned with the impact of climate change on international development.
