Climate Change Disaster Risk And The Urban Poor

The urban poor living in slums are at particularly high risk from the impacts of climate change and natural hazards. This study analyzes key issues affecting their vulnerability, with evidence from a number of cities in the developing world.

This book deepens the understanding of the broader processes that shape and mediate the responses to climate change of poor urban households and communities in Asia, Africa and Latin America. A study on urban risk and resettlement programs in the Global South in the era of climate change. Environmental changes impact everyone, but the burden is especially heavy upon the lives and livelihoods of the urban poor and those living in informal settlements. In an effort to reduce urban residents' exposure to climate change and natural disasters, resettlement programs are becoming widespread across the Global South. Yet, while resettlement may reduce a region's future climate-related disaster risk, it can also often increase poverty and vulnerability. This volume collates the findings from a research project that examined urban areas across the globe, including case studies from India, Uganda, Peru, Colombia, Mexico, Cambodia, and the Philippines. The book offers a unique approach to resettlement, providing an opportunity for urban planners to re-think how disaster risk management can better address the accumulation of urban risks in the era of climate change.

Environmental changes have significant impacts on people’s lives and livelihoods, particularly the urban poor and those living in informal settlements. In an effort to reduce urban residents’ exposure to climate change and hazards such as natural disasters, resettlement programmes are becoming widespread across the Global South. While resettlement may reduce a region’s future climate-related disaster risk, it often increases poverty and vulnerability, and can be used as a reason to evict people from areas undergoing redevelopment. A collaboration between the Bartlett Development Planning Unit at UCL, the Indian Institute for Human Settlements and the Latin American Social Science Faculty, Rethinking Urban Risk and Resettlement in the Global South collates the findings from 'Reducing Relocation Risks', a research project that studied urban areas across India, Uganda, Peru, Colombia and Mexico. The findings are augmented with chapters by researchers with many years of insight into resettlement, property rights and evictions, who offer cases from Monserrat, Cambodia, Philippines and elsewhere. The contributors collectively argue that the processes for making and implementing decisions play a large part in determining whether outcomes are socially just, and examine various value systems and strategies adopted by individuals versus authorities. Considering perceptions of risk, the volume offers a unique way to think about economic assessments in the context of resettlement and draws parallels between different country contexts to compare fully urbanised areas with those experiencing urban growth. It also provides an opportunity to re-think how disaster risk management can better address the accumulation of urban risks through urban planning.

This report explains how rising climate and disaster risk is set to increase the vulnerability of Asia and the Pacific region’s urban poor and identifies how to engender systemic change to strengthen their resilience. It stresses the need for targeted actions to tackle the underlying drivers of vulnerability and to make the urban poor central to decision-making. It shows why households, neighborhoods, and cities are key entry points for the investment and intervention needed to help cut risk and improve adaptation. Urging stronger community-level infrastructure, social protection, and urban planning, it underscores how governments can create enabling environments that help build a more resilient future for the region’s urban poor.

Ending poverty and addressing climate change are the two defining issues of our time. Both are essential to achieving sustainable global development. But they cannot be considered in isolation. This report brings together these two overarching objectives and explores how they can be more easily achieved if considered together. It demonstrates the urgency of efforts to reduce poverty and the vulnerability of poor people in the face of climate change. It also provides guidance on how to ensure that climate change policies contribute to poverty reduction and poverty reduction policies contribute to climate change mitigation and resilience building.--
