Comparative Politics Of The Global South

The global 'financial' crisis at the turn of the decade has accelerated changes in the relative standing of major regions. As both the US and Eurozone economies have confronted a series of setbacks and struggles to find their second breath, so Asia, Latin America and even Africa have picked up the slack and have been able to maintain high levels of growth. The resilience of the Global South questions whether we are witnessing an evolution towards a regional rebalancing or even global restructuring. This responding volume has four interrelated topics. It explores the transformation taking place in/with regard to the financing of development in the Global South and the apparition of new players in the field. The emergence of 'New Regionalisms' in the South and the usefulness of these experiences for comparative studies of regional relationship is explicated. It turns its attention to new forms of transnational governance that are emerging and the role that a novelty of actors play in this 'new multilateralism'. Finally, it looks into the implications of this trio of novel directions and players for analyses and policies.

This exciting new textbook challenges the implicit notions inherent in most existing International Relations (IR) scholarship and instead presents the subject as seen from different vantage points in the global South. Divided into four sections, (1) the IR discipline, (2) key concepts and categories, (3) global issues and (4) IR futures, it examines the ways in which world politics have been addressed by traditional core approaches and explores the limitations of these treatments for understanding both Southern and Northern experiences of the "international." This book addresses a major gap in the longstanding research on regional organisations: how do their finances work and what do they reveal about the region-building process? It brings together an empirically rich collection of chapters written by experts of regional organisations in Latin America, Africa and Asia. Based on the insights on thirteen regional organisations as well as two chapters dedicated to the influence of external funders, the editors develop typologies to cluster regional organisations according to their financial characteristics: the size of budgets, the sources of funding and the criteria to calculate contributions. Through analysing the process of budgeting and resourcing, the book sheds light on the different nature and functioning of these organisations existing outside of the Global North and puts a specific emphasis on regional organisations in the area of security in Africa and the Global South. It provides explanations to why members pay or do not pay and how budgeting works, and it deals with data availability, the role of donors, overlapping regionalism, cultural transfers between regional organisations and the impact on regional actorness. Politics, on the other hand, refers to the processes through which power is acquired, exercised, and contested. It encompasses the activities and strategies employed by individuals, groups, and institutions to gain and maintain power. Politics goes beyond the formal structures of government; it encompasses the broader social, economic, and cultural contexts that shape power dynamics. By studying politics, students can unravel the mechanisms through which power is wielded and its implications for governance and policy-making. The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity.
