Deliberately eschewing disciplinary and temporal boundaries, this volume makes a major contribution to the de-traditionalization of political thinking within the discourses of international relations. Collecting the works of twenty-five theorists, this Ashgate Research Companion engages some of the most pressing aspects of political thinking in world politics today. The authors explore theoretical constitutions, critiques, and affirmations of uniquely modern forms of power, past and present. Among the themes and dynamics examined are textual appropriation and representation, materiality and capital formation, geopolitical dimensions of ecological crises, connections between representations of violence and securitization, subjectivity and genderization, counter-globalization politics, constructivism, biopolitics, post-colonial politics and theory, as well as the political prospects of emerging civic and cosmopolitan orders in a time of national, religious, and secular polarization. Using a Caribbean case study and a Constructivist theoretical approach, The Myth of China’s No Strings Attached Development Assistance shows that the frequently mentioned “no strings attached” nature of China’s development assistance to its partners in the Global South is nothing more than a myth. This claim is supported by empirical data from Trinidad and Tobago and by comparisons with similar situations in Africa and Latin America. On their basis, the authors propose a critical re-reading of a reality that many scholars are accustomed to watch through the reassuring but distorting lens of academic routine. Despite contrary claims in the literature, Beijing’s development assistance to the Commonwealth Caribbean states is accompanied by clear political, economic, and social conditionalities. Through them, China is constructing a cognitive and normative space conducive to a new regional order that should be politically friendly, economically profitable, and socially open to its government, companies, and citizens.

This note provides operational advice and information to help staff implement the IMF Strategy for Fragile and Conflict-Affected States (FCS) approved by the Executive Board on March 9, 2022. Topics covered include (i) the new IMF FCS classification methodology, which is aligned with that of the World Bank; (ii) the preparation of Country Engagement Strategies (CES) that will be rolled out across FCS to ensure that Fund engagement is appropriately tailored to country-specific manifestations of fragility and/or conflict; (iii) advice on tailoring the thematic focus of Article IV consultations and Fund analytics to FCS, as well as on the prioritization, design, and implementation of capacity development (CD) projects in fragile contexts; (iv) guidance on making full use of the flexibilities of the lending toolkit; (v) guidance on engaging in specific FCS situations, including building accountable institutions to exit fragility, cases of rising fragility risks, active conflict, post-conflict, and addressing the impact of external shocks and spillovers; and (v) strengthening partnerships with humanitarian, development, and peace actors, in accordance with the Fund's mandate. Dedicated annexes provide additional information on the CES process, addressing good governance in FCS, program design, and country examples of Fund engagement in FCS.

The EU has often been considered to be a weak security actor. However, any assessment of the EU’s role in international security is underpinned by a specific understanding of security. This book is based on a broad understanding of security. We consider that security concerns are increasingly triggered by challenges such as terrorism, climate change, mass migration flows, and many other ‘non-traditional’ security issues. This book tries to capture these aspects of the EU’s fast changing security policies following the entry into force of the Lisbon Treaty on 1 December 2009. There are several common themes stemming from a combined reading of the chapters. Firstly, the EU has sought to simultaneously pursue its security objectives and spread its values, such as democracy, the rule of law, and human rights, by encouraging reforms in its neighbourhood. However, it is increasingly evident that there are tensions and contradictions between these two objectives, which can be illuminated and better understood by considering another strand of literature, with which there has been little engagement in EU studies to date, namely the literature on human security. This book is the first to analyse these hugely topical developments in European security after the Lisbon Treaty. It was published as a special issue of Perspectives on European Politics and Society.

Political conditionality involves the linking of development aid to certain standards of observance of human rights and (liberal) democracy in recipient countries. Although this may seem to be an innocent policy, it has the potential to bring about a dramatic change in the basic principles of the international system: putting human rights first means putting respect for individuals and rights before respect for the sovereignty of states.
