Cultural Heritage In The Realm Of The Commons

Cultural heritage was invented in the realm of nation-states, and from an early point it was considered a public asset, stewarded to narrate the historic deeds of the ancestors, on behalf of their descendants. Nowadays, as the neoliberal narrative would have it, it is for the benefit of these tax-paying citizens that privatisation logic on heritage sector have been increasing over recent decades, to cover their needs in the name of social responsibility and other truncated views of the welfare state. This volume examines whether we can place cultural heritage at the other end of the spectrum, as a common good and potentially as a commons. It does so by looking at Greece as a case study, lately a battlefield of harsh and experimental austerity measures but also of inspiring grass-roots mobilisation and scholarship, currently blossoming to defend the right of communities to enjoy, collaboratively manage and co-create goods by the people, for the people. Since cultural heritage -and culture in general- is hastily bundled up with other goods and services in various arguments for and against their public character, this volume invites several experts to discuss their views on their field of expertise and reflect on the overarching theme: Can cultural heritage be considered a commons? If so, what are the advantages and pitfalls concerning theory, practice and management of heritage? What can we learn from other public resources with a longer history in commons-based or market-oriented interpretation and governance? Can a commons approach allow us to imagine and start working towards a better, more inclusive and meaningful future for heritage?

In this volume, we set out to approach heritage as a commons, in an exploratory and interdisciplinary way, inspired by the processes already taking place in Greece and gathering argument from neighbouring fields of public resources, currently enclosed and capitalised on by pressing neoliberal agendas across Europe.

Drawing on debates about intangible cultural heritage (ICH) safeguarding at the local and international levels, Intangible Cultural Heritage and Sustainable Development: Inside a UNESCO Convention, explores the theoretical and practical implications of the intertwinement between these policy fields. Considering how sustainable development (SD) priorities are influencing representations of ICH, the volume questions how they are expanding the frontiers of the heritage realm and unsettling accepted understandings of the social uses of heritage. The contributing authors, who hail from a variety of different contexts and disciplinary backgrounds, explore these issues from a unique vantage point as both scholars and actors of the processes they analyze. Playing different roles in the implementation of the Convention, their positioning as insiders allows for a unique analytical perspective that is based on first-hand engagement with the practices of the Convention. Intangible Cultural Heritage and Sustainable Development: Inside a UNESCO Convention sheds light on the complexity, potential, and consequences of combining ICH and SD at the policy-making level and in heritage practices on the ground. It will be of interest to academics and students working in heritage studies, development studies, anthropology, archaeology, international law, political science, international relations, and sociology.

The work of the Council of Europe in the field of cultural heritage has increasingly emphasised an integrated approach that combines the promotion and protection of cultural diversity, democratic governance and democratic innovation. This publication on the Technical Co-operation and Consultancy Programme (TCCP) not only presents an overview of the Council of Europe’s work in the field of cultural heritage over the last 40 years, but also lays out the evolutionary progression of the Organisation’s work in this field, offering a comprehensive analysis of its activities and demonstrating the role of heritage in revitalisation and sustainable development. The analysis presents three main perspectives – monuments and sites, historic towns and territories – through the processes and results of major heritage projects conducted within the TCCP, in association with the European Commission, since 2003. It is hoped that the experience and methodologies of the TCCP will provide insight for future initiatives, capitalising on the opportunity to situate heritage in transversal projects that address major contemporary issues such as demographic change, migration, socio-economic crises and climate change.

This book investigates the relationship between heritage and development from the global visions articulated by UNESCO and the Sustainable Development Goals (SDGs) to local activism, livelihood innovations and political strategies employed in diverse countries of the Global South. In recent years, as culturally informed approaches to international development have become increasingly important, engaging with heritage has been seen as a way to draw on practices and meanings from the past to help build future development. The rise and growth of the digital economy have fundamentally changed the relationship between the urban fabric and its resident community, overcoming the conventional hierarchy based on production priorities. Moreover, contemporary society discovers new labour conditions and ways of satisfying needs and desires by developing new synergies and links. This book examines cultural and urban commons from a multidisciplinary perspective.
