'The World Bank comprehensively dismisses the arguments of the tobacco industry that tobacco control measures impair freedom of choice.' - The Financial Times, May 18, 1999 Smoking already kills 1 in 10 adults worldwide. Until recently, the epidemic and chronic disease caused by smoking mainly affected rich nations but it is now rapidly shifting to the developing world. Few people will dispute that smoking is damaging health on a global scale. However, many governments have taken little economic action to control smoking (higher taxes, comprehensive bans on advertising, or restrictions on smoking in public places) due to concerns that interventions would have harmful economic consequences. 'Curbing the Epidemic' addresses important economic and social issues that confront policymakers when dealing with tobacco control policies and their impact on economies. The economic aspects of tobacco control are critical since the production and consumption of tobacco have a strong impact on the social and economic resources of both developed and developing countries. The report: - Assesses the expected consequences of tobacco control for health - Assesses the consequences for economies and individuals - Demonstrates that the economic fears that have deterred policymakers from taking action are largely unfounded. It is believed with current smoking patterns, about 500 million people alive today will eventually be killed by tobacco use. By 2030, the report states that tobacco is expected to be the single biggest cause of death worldwide, accounting for about 10 million deaths per year. In light of the rising death toll from tobacco use, this report is also very timely. It draws on many productive collaborations that have arisen among governments, NGOs, and agencies within the United Nations system (UNICEF, the Food and Agricultural Organization and the International Monetary Fund).

One hundred countries—more than half of the world’s population—have made significant strides in the last 30 years, improving life expectancy and the health of their populations. Despite socioeconomic limitations, extended wars, embargos, and geographic limitations, these countries managed to provide basic health care, primary education, and clean water for their populations. In this unique book, the author puts these, and many other countries, under the microscope through a detailed examination of best practices and best outcomes. Anchored on landmark UN declarations, and based on numerous indices including the World Development Index, Global Health Disparities: Closing the Gap Through Good Governance covers relevant policies and laws in international health and offers many data, tables, and figures. Discussion questions are included in each chapter to be used as assignments, debate topics, and to facilitate classroom learning. Ideal for graduate level global/international public health courses as well as courses in international relations and international policy.

"Whilst a cure for HIV/AIDS continues to elude scientists, the number of HIV/AIDS cases continues to increase. Education becomes the key to curtailing the spread of the disease. Education and HIV/AIDS in the Caribbean describes the impact of HIV/AIDS on education in both the global and Caribbean contexts and outlines the lessons to be learnt from the global experience. The aim of the book is not only to highlight the role of education in HIV/AIDS prevention but also to look specifically at the education sector, its role and response, as well as the management of the response. It also intends to ensure that the education sector recognises the crucial role it must play in reducing the impact of HIV/AIDS. The text is complete with illustrations on the socioeconomic, health and gender aspects of the disease, and is a useful resource for anyone wanting to obtain precise information about the impact of the disease in the Caribbean. Economic reasoning has thus far dominated the field of public policy analysis. This new introduction to the field posits that policy analysis should have both a broader interdisciplinary base—including criteria from such fields as political science, sociology, law, and philosophy, as well as economics—and also a broader audience in order to foster democratic debate. To achieve these goals, MacRae and Whittington have organized their textbook around the construction of decision matrices using multiple criteria, exploring the uses of the decision matrix formulation more fully than other texts. They describe how to set up the matrix, fill in cells and combine criteria, and use it as an aid for decision making. They show how ethical assessment of the affects that alternatives have on various parties differs from political analysis, and then they extend the use of the decision matrix to consider alternatives by affected parties, periods of time, or combined factors. The authors also thoughtfully address the role of expert advice in the policy process, widening the scope of the field to describe a complex system for the creation and use of knowledge in a democracy. An extended case study of HIV/AIDS policy follows each chapter (in installments), immediately illustrating the application of the material. The book also contains a glossary. Expert Advice for Policy Choice provides a new basis for graduate education in public policy analysis and can also serve as a text in planning, evaluation research, or public administration. In addition, it will be of interest to students and professionals wishing to aid policy choice who work in such fields as sociology, political science, psychology, public health, and social work.
