Dealing With Disaster

Now updated with examples through 2010, this classic study examines the disruptive effects of disasters on patterns of human behavior and the operations of government, and the conditions under which even relatively minor crises can lead to system breakdown.

Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume. It focuses on seven issues: hazard and risk assessment; awareness and education; mitigation; preparedness for emergency response; recovery and reconstruction; prediction and warning; learning from disasters; and U.S. participation internationally. The committee presents its philosophy of calls for broad public and private participation to reduce the toll of disasters.

This book reflects an important shift in society's definition of disaster. For centuries catastrophic events have been considered "acts of God" and therefore uncontrollable by definition. Managing Disaster is international in scope, covering such natural and man-made calamities as tornadoes in western Pennsylvania, earthquakes in Peru, flooding in the Netherlands, and toxic waste disasters. Centers for hazard studies have only recently examined the interrelated aspects of disastrous events and recognized the interaction between natural hazards and human systems. As society attempts to acquire the information and develop the skills to reduce the risks and damage from disaster, an increasingly professional public service is reconsidering its strategies and policy direction. Managing Disaster addresses this problem and the need for a new approach to teaching this subject at the university level. Twenty-three professionals and scholars in public policy and administration--rom universities, government, and the private sector--examine the basic issues confronting managers and public agencies in the face of disaster.

In 1999 natural catastrophes and man-made disasters claimed more than 105,000 lives, 95 percent of them in the developing world, and caused economic losses of around US$100 billion. In 1998 the twin disasters of the Yangtze and Hurrican Mitch accounted for two-thirds of the US$65 billion loss. The geographical areas affected may vary, but one constant is that the per capita burden of catastrophic losses is dramatically higher in developing countries. To respond to an increased demand to assist disaster rcovery programmes, the World Bank set up the Disaster Management Facility in 1998, to help provide the Bank with a more rapid and strategic response to disaster emergencies. The DMF focuses on risk identification, risk reduction, and risk sharing/transfer, the three major topics in this volume. The DMF also promotes strategic alliances with key private, government, multilateral and nongovernmental organisations to ensure the inclusion of disaster risk reduction as a central value of development. The most important of these partnerships is the ProVention Consortium, launched in February 2000, based on the premise that we must all take responsibility for making the new millennium a safer one.

This is the first concise introduction to emergency management, the emerging profession that deals with disasters from floods and earthquakes to terrorist attacks. Twenty case studies illustrate the handling of actual disasters including the Northridge Earthquake and the Oklahoma City Bombing. Discussion questions and guides to on-line information sources facilitate use of the book in the classroom and professional training programs.

Approaches to Managing Disaster - Assessing Hazards, Emergencies and Disaster Impacts demonstrates the array of information that is critical for improving disaster management. The book reflects major management components of the disaster continuum (the nature of risk, hazard, vulnerability, planning, response and adaptation) in the context of threats that derive from both nature and technology. The chapters include a selection of original research reports by an array of international scholars focused either on specific locations or on specific events. The chapters are ordered according to the phases of emergencies and disasters. The text reflects the disciplinary diversity found within disaster management and the challenges presented by the co-mingling of science and social science in their collective efforts to promote improvements in the techniques, approaches, and decision-making by emergency-response practitioners and the public. This text demonstrates the growing complexity of disasters and their management, as well as the tests societies face every day.

Social science research conducted since the late 1970's has contributed greatly to society's ability to mitigate and adapt to natural, technological, and willful disasters. However, as evidenced by Hurricane Katrina, the Indian Ocean tsunami, the September 11, 2001 terrorist attacks on the United States, and other recent events, hazards and disaster research and its application could be improved greatly. In particular, more studies should be pursued that compare how the characteristics of different types of events-including predictability, forewarning, magnitude, and duration of impact-affect societal vulnerability and response. This book includes more than thirty recommendations for the hazards and disaster community.
