China’s late-imperial history has been framed as a long coda of decline, played out during the Qing dynasty. Reappraising this narrative, Stephen Halsey traces the origins of China’s current great-power status to this so-called decadent era, when threats of war with European and Japanese empirestriggered innovative state-building and statecraft.

"In 1911, Joseph Bailie, a professor at Nanjing University, often took his Chinese students to tour Nanjing’s shantytowns. One student, the son of a district magistrate, followed Bailie from hut to hut one rainy day, and was grateful that Bailie opened his eyes to the poverty in his own city. However, twenty years later, when M. R. Schafer, another Nanjing University professor, showed his students a film that included his own photographs of the poor quarters of Nanjing, his students were so upset that they demanded his expulsion from China. Zwia Lipkin explores the reasons for these starkly different reactions. Nanjing in the 1910s was a quiet city compared to 1930s Nanjing, which was by that time the national capital. Nanjing had become a symbol of national authority, aiming not only to become a model of modernization for the rest of China, but also to surpass Paris, London, and Washington. Underlying all of Nanjing’s policies was a concern for the capital’s image and looks—offensive people were allowed to exist as long as they remained invisible. Lipkin exposes both the process of social engineering and the ways in which the suppressed reacted to their abuse. Perhaps more than anywhere else in the world, the nineteenth century encounter between East Asia and the Western world has been narrated as a legal encounter. Commercial treaties--negotiated by diplomats and focused on trade--framed the relationships among Tokugawa-Meiji Japan, Qing China, Choson Korea, and Western countries including Britain, France, and the United States. These treaties created a new legal order, very different than the colonial relationships that the West forged with other parts of the globe, which developed in dialogue with local precedents, local understandings of power, and local institutions. They established the rules by which foreign sojourners worked in East Asia, granting them near complete immunity from local laws and jurisdiction. The laws of extraterritoriality looked similar on paper but had very different trajectories in different East Asian countries. P?r Cassel's first book explores extraterritoriality and the ways in which Western power operated in Japan and China from the 1820s to the 1920s. In Japan, the treaties established in the 1850s were abolished after drastic regime change a decade later and replaced by European-style reciprocal agreements by the turn of the century. In China, extraterritoriality stood for a hundred years, with treaties governing nearly one hundred treaty ports, extensive Christian missionary activity, foreign controlled railroads and mines, and other foreign interests, and of such complexity that even international lawyers couldn't easily interpret them. Extraterritoriality provided the springboard for foreign domination and has left Asia with a legacy of suspicion towards international law and organizations. The issue of unequal treaties has had a lasting effect on relations between East Asia and the West. Drawing on primary sources in Chinese, Japanese, Manchu, and several European languages, Cassel has written the first book to deal with exterritoriality in Sino-Japanese relations before 1895 and the triangular relationship between China, Japan, and the West. Grounds of Judgment is a groundbreaking history of Asian engagement with the outside world and within the region, with broader applications to understanding international history, law, and politics.

Hosea Ballou Morse (1855-1934) sailed to China in 1874, and for the next thirty-five years he labored loyally in the Imperial Chinese Maritime Customs Service, becoming one of its most able commissioners and acquiring a deep knowledge of China's economy and foreign relations. After his retirement in 1909, Morse devoted himself to scholarship. He pioneered in the Western study of China's foreign relations, weaving from the tangled threads of the Ch'ing dynasty's foreign affairs several seminal interpretive histories, most notably his three-volume magnum opus, The International Relations of the Chinese Empire (1910-18). At the time of his death, Morse was considered the major historian of modern China in the English-speaking world, and his works played a profound role in shaping the contours of Western scholarship on China. Begun as a labor of love by his protégé, John King Fairbank, this lively biography based primarily on Morse's vast collection of personal papers sheds light on many crucial events in modern Chinese history, as well as on the multifaceted Western role in late imperial China, and provides new insights into the beginnings of modern China studies in this country. Half-finished when Fairbank died, the project was completed by his colleagues, Martha Henderson Coolidge and Richard J. Smith.
