This volume is the last (IV) of four under the main themes of Digitizing Agriculture and Information and Communication Technologies (ICT). The four volumes cover rapidly developing processes including Sensors (I), Data (II), Decision (III), and Actions (IV). Volumes are related to ‘digital transformation” within agricultural production and provision systems, and in the context of Smart Farming Technology and Knowledge-based Agriculture. Content spans broadly from data mining and visualization to big data analytics and decision making, alongside with the sustainability aspects stemming from the digital transformation of farming. The four volumes comprise the outcome of the 12th EFITA Congress, also incorporating chapters that originated from select presentations of the Congress. The focus in this volume is on the directions of Agriculture 4.0 which incorporates the transition to a new era of action in the Agricultural sector, represented by the evolution of digital technologies in 4 aspects: Big Data, Open Data, Internet of Things (IoT), and Cloud Computing. Under the heading of “Action,” 14 Chapters investigate the implementation of cutting-edge technologies on real world applications. It will become apparent to the reader that the penetration of ICT in agriculture can result in several benefits related to the sustainability of the sector and to yield the maximum benefits, successful management is required. The entire discussion highlights the importance of proper education in the adoption of innovative technologies starting with the adaption of educational systems to the new era and moving to the familiarization of farmers to the new technologies. According to Forbes, we generate almost 2.5 quintillion bytes of data every day. The next generation of agriculture heavily depends on data. The ability to capture, sort, analyze and extract actionable intelligence from large data sets to reveal patterns (human, climate, market) and related trends is an important emerging field. The increase in the use of Internet of Things (IoT) devices would only add to this data deluge. The Economist rightly called data as the world’s most valuable resource , while some calling data the new oil . Agriculture would be one of the major users of IoTs. How can individuals, organizations and governments build capacities and processes in place to take advantage of this huge influx of data. This coupled with existing data streams (weather, satellite imagery, markets etc.,) would create an ecosystem which if managed efficiently would provide rich dividents especially in the agriculture sector where the right information at the right time will make a great influence in the livelihoods of people involved in agriculture and allied activities. This publication looks at how various initiatives are leveraging data, related to agriculture value chains, to influence decision making and efficient service delivery together with addressing key building blocks such as interoperability, data sharing, data security and the necessary policies and regulations that are needed to be implemented to sustain the data ecosystem.

Digital agriculture has the potential to contribute to a more economically, environmentally and socially sustainable agriculture and meet the agricultural goals of a country or a region more effectively, and both ICTs and agriculture are important enablers in achieving SDGs. Most stakeholders have long recognized the need for national e-agricultural strategies. Nevertheless, most of the countries have not yet implemented a national strategy for the agricultural sector's use of ICTs. ITU Offices for Europe and CIS regions in collaboration with FAO Regional Office for Europe and Central Asia developed this report on state of Digital Agriculture and Strategies developed in 18 countries. The emerging role of ICTs in Europe and CIS region is clearly observed and experienced as an engine for agricultural development, especially in view of the growing demand for reliable information and its quick access at all levels of the industry. The state of the digital agriculture ecosystem differs from country to country and is also fragmented by the regions, within the individual countries. There is an overwhelming wave of innovation in this area where a digital agriculture strategy can be helpful in finding the right path.

This report is the outcome of the Digital Excellence in Agriculture: FAO-ITU regional contest on good practices advancing digital agriculture in Europe and Central Asia, organized by the Food and Agriculture Organization of the United Nations (FAO) Office for Europe and Central Asia and the International Telecommunication Union (ITU) Offices for Europe and Commonwealth of Independent States (CIS). Launched in November 2020, the contest sought to identify, showcase and celebrate good practices and innovative solutions that have proven successful in advancing the digital transformation of agriculture in the regions. With nearly 200 applicants from 36 countries in the regions, the initiative revealed a diverse, dynamic and future-thinking ecosystem of innovators and problem-solvers. This report summarizes the main trends in digital services and products, the most important technologies used, as well as the difficulties and challenges that arise in the development of digital agricultural applications. Presenting the 29 finalists, the report shares the key challenges applicants are addressing, the digital technologies they are using to succeed, their journeys and their plans for the near future based on the information provided. The report also analyses how the technology infrastructure, the regulatory and business environment, the availability of human capital, and the COVID-19 pandemic represented both challenges and opportunities for digital agriculture practitioners. It provides useful information for developers and service providers already active in this field or planning to enter it, as well as guidance for decision-makers on possible points of intervention.

The recent CTA workshop on ‘catalysing actionable knowledge to enhance next-generation ACP agribusiness through digitalisation’ identified five intersecting drivers that explain what farmer-oriented agribusiness expect to achieve by investing in digitalisation: reduce risk, raise productivity, increase efficiency, improve decisions, and enhance market access. Participants argued that digital interventions all serve one or more of these, depending on specific local needs and situations. A critical factor underpinning what works in all these areas is the economic sustainability of the business models used to deliver value and services. This brief by Valarie Pilgrim argues that the sustainability of digital agribusiness projects can be enhanced through three main steps: 1) plan for sustainability in the initial project design, 2) monitor sustainability readiness throughout the life-cycle of the project, and 3) verify that indicators of sustainability have been achieved during the project close-off process.

The growth of ICT in the last decade has provided many opportunities to overcome some of the challenges faced by the agriculture sector. Recent developments such as the increase in the use of mobile-broadband access devices, the Internet of things (IoT), drones, smart networks, capacity for big data analytics, and artificial intelligence have provided agriculture stakeholders with some key tools and technologies to improve production and marketing processes, for example, in agriculture and allied fields.
