Dispossession And Resistance In India

This book deals with the controversies on developmental aspects of large dams, with a particular focus on the Narmada Valley projects in India. Based on extensive ethnographic fieldwork and research, the author draws on Marxist theory to craft a detailed analysis of how local demands for resettlement and rehabilitation were transformed into a radical anti-dam campaign linked to national and transnational movement networks. The book explains the Narmada conflict and addresses how the building of the anti-dam campaign was animated by processes of collective learning, how activists extended the spatial scope of their struggle by building networks of solidarity with transnational advocacy groups, and how it is embedded in and shaped by a wider field of force of capitalist development at national and transnational scales. The analysis emphasizes how the Narmada dam project is related to national and global processes of capitalist development, and relates the Narmada Valley movement to contemporary popular struggles against dispossession in India and beyond. Conclusions drawn from the resistance to the Narmada dams can be applied to social movements in other parts of the Global South, where people are struggling against dispossession in a context of neoliberal restructuring. As such, this book will have relevance for people with an interest in South Asian studies, Indian politics and Development Studies.

In Dispossession without Development, Michael Levien seeks to uncover the structural underpinnings of India's so-called "land wars." He examines how land dispossession changed with India's shift from state-led development to neoliberalism and the consequences of these changes for dispossessed farmers in contemporary India.

The book brings to the reader a set of political and social narratives woven around people’s resistance against big dams, mining and industrial projects, in short, displacement and dispossession in Odisha, India. This saga of dispossession abounds with stories and narratives of ordinary peasants, forest dwellers, fisher folk and landless wage laborers, which make the canvas of resistance history more complete. The book foregrounds these protagonists and the events that marked their lives; they live in the coastal plains as well as the hilly and forested areas of south and south-west Odisha. The authors have chronicled the development trajectory from the construction of the Hirakud Dam in the 1950s to the entry of corporations like POSCO and Vedanta in contemporary times. It thus covers extensive ground in interrogating the nature of industrialization being ushered into the state from post-independent India till today. The book depicts how and why people resist the development juggernaut in a state marked with endemic poverty. In unraveling this complex reality, the book conveys the world view of a vast section of people whose lives and livelihoods are tied up to land, forests, mountains, seas, rivers, lakes, ponds, trees, vines and bushes. These narratives fill a yawning gap in resistance literature in the context of Odisha. In doing so, they resonate with the current predicament of people in other mineral-rich states in Eastern India. The book is an endeavour to bring Odisha on the map of resistance politics and social movements in India and across the world.

Under the guise of 'development', a globalizing capitalism has continued to cause poverty through dispossession and the exploitation of labour across the Global South. This process has been met with varied forms of rural resistance by local movements of displaced farm workers, small and landless (women) peasants, and indigenous peoples in South and East Asia, the Pacific and Africa, who are resisting the forced appropriation of their land, the exploitation of labour and the destruction of their ecosystems and ways of life. In this provocative new collection, engaged scholars and activists combine grounded case studies with both Marxist and anti-colonial analyses, suggesting that the developmental project is a continuation of the colonial project. The authors then demonstrate the ways in which these local struggles have attempted to resist colonization and dispossession in the rural belt, thereby contributing essential movement-relevant knowledge on these experiences in the Global South. Over the past decade India has witnessed a number of land wars that have centred crucially on the often forcible transfer of land from small farmers or indigenous groups to private companies. Among these, the land war that erupted in Singur, West Bengal, in 2006, went on to make national headlines and become paradigmatic of many of the challenges and social conflicts that arise when a state-led policy of swiftly transferring land to private sector companies encounters resistance on the ground. Land Dispossession and Everyday Politics in Rural Eastern India analyses the movement by Singur’s so-called unwilling farmers to retain and reclaim their farmland. By foregrounding the everyday politics of popular mobilization, the book sheds new light on the movement’s internal politics as well as on contentious issues rooted in everyday caste, class and gender relations.

This volume takes a fresh look at the land question in India. Instead of re-engaging in the rich transition debate in which the transformation of agriculture is seen as a necessary historical step to usher in dynamic capitalist (or socialist) development, this collection critically examines the centrality of land in contemporary development discourse in India. Consequently, the focus is on the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes such as acquisition of land by (local) states for infrastructure development and to support accumulation strategies of private business through industrialization. Land in India is sought for non-agricultural purposes such as purchasing land to reduce risk and real estate development. Land is also central to tribal communities (adivasis), whose livelihoods depend on it and on a moral economy that is independent of any price-driven markets. Adivasis tend to hold on to such property, not as individual owners for profit, but for collective security and to protect a way of life. Thus land, notwithstanding its role in the accumulation process, has been, and continues to be, a turbulent arena in which classes, castes, and communities are in conflict with each other, with the state, and with capital, jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume goes beyond the traditional political economy of the agrarian transition question, and deals with, inter alia, distributional conflicts arising from acquisition of land by the state for capital accumulation on the one hand and its commodification on the other. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and the multifaceted regional diversity of acquisition experiences in India.
