Parasitic, bacterial and viral agents continue to challenge the welfare of humans, livestock, wild life and plants worldwide. The public health impact and financial consequences of these diseases are particularly hard on the already overburdened economies of developing countries especially in the tropics. Many of these disease agents utilize insect hosts (vectors) to achieve their transmission to mammals. In the past, these diseases were largely controlled by insecticide-based vector reduction strategies. Now, many of these diseases have reemerged in the tropics, recolonizing their previous range, and expanding into new territories previously not considered to be endemic. Habitat change, irrigation practices, atmospheric and climate change, insecticide and drug resistance as well as increases in global tourism, human traffic and commercial activities, have driven the reemergence and spread of vector borne diseases. While these diseases can be controlled through interventions aimed at both their vertebrate and invertebrate hosts, no effective vaccines exist, and only limited therapeutic prospects are available for their control in mammalian hosts. Molecular technologies such as transgenesis, which is the subject of this book, stand to increase the toolbox and benefit disease management strategies.

Mir S. Mulla joined the faculty of the Entomology Department at the University of California, Riverside in 1956, only two years after the Riverside campus was established as an independent campus within the University of California system. Prior to his appointment, Mir received his B.S. from Cornell University and then moved to the University of California, Berkeley to pursue his graduate studies. His Ph.D. from Berkeley, awarded in 1955, completed his formal American education which was the purpose of his immigration from his native Kandahar in Afghanistan. In his over 50 years at Riverside, Mir has made an incalculable impact on vector biology both within the United States and in developing countries throughout the world. Within Southern California, Mir’s basic and applied research led to the rapid and sustainable control of mosquitoes and eye gnats in the Coachella Valley and so directly enabled this region to grow to the thriving, large community it is today. In 2006 his efforts in facilitating the development of the low desert of southern California were recognized through the dedication of the Mir S. Mulla Biological Control Facility by the Coachella Valley Mosquito and Vector Control District. His success has been so profound that it remains somewhat cryptic to the many who now reside in, visit, and enjoy, this region of California, oblivious to the insect problems that severely restrained development until Mir and his students ?rst applied their expertise many decades ago.

Reduction of poverty is a tremendous and persistent challenge for the global community. Given that the livelihood of millions is at stake, there is an urgent need to reconsider the causes of and the remedies for poverty. Poverty and its reduction are closely linked to the natural-resources base. The quality and bounty of the local environment certainly affect living conditions of the poor and their poverty is often seen as a contributing factor to the degraded condition of the local environment. Teasing apart the direction of causality in this resource–poverty nexus is a serious empirical challenge. This book contributes to an improved understanding of the economic dimensions of environmental and natural-resource management and poverty alleviation. The ten chapters of the book offer an overview of the current knowledge concerning the relation between poverty, environment and natural-resource use. Three sides of the debate receive particular attention. First, the relation between resource use and poverty is discussed from a theoretical point of view. Second, it is questioned whether payments for environmental services or considering values of resources can be an effective tool for stimulating both sustainable resource use and poverty alleviation. Third, alternative strategies to break the land degradation–poverty cycle are discussed.
