The United Nations estimates that more than 2 billion people in over 40 countries are negatively affected by water shortages. Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

This book describes approaches and techniques for applying public participation to improve water resources management. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across jurisdictions and to sustain water-related ecological systems. In this book, Libor Jansky and Juha I. Uitto identify successful mechanisms, approaches, and practices for promoting public involvement in water resources management, including conventional approaches and those based on information technology.

The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume. Promoting a view of changing water governance that links across these themes and in relation to contemporary realities, the book is invaluable for students, researchers, advocates, and policy makers interested in water governance challenges facing the developing world.

The book is the first of its kind to deal with almost the entire swath of water resources assessment, development and sustainable management. The idea of the book crystallized during the long journey of the Editors on various facets of water issues in India and abroad during their extended association, at all levels with the Ministry of Water Resources, River Development and Ganga Rejuvenation, as well as International Organizations dealing with water. Currently water-stressed, India is likely to become water scarce in not too distant a future. The global freshwater supply and its sustainable use for human consumption, and conservation of the ecosystem have never come under such a rigorous scrutiny before. The unplanned and reckless exploitation of this precious resource have led to a crisis situation, compounded by a real threat of climate change. This book is, therefore, timely and of particular relevance not only to India but the entire world. The book contains 20 chapters, beside the lead article by the Editors. The chapters are contributed by the eminent professionals, researchers, academicians and civil society representatives having an in-depth understanding of the issues. The contents of the chapters have been chosen to represent all aspects of water. The assessment of water resources using satellite data and in-depth analyses of groundwater sector like, the Aquifer Mapping Programme initiated by Government of India, application of gravity satellite data to assess the resource build up, artificial recharge of aquifers and its contamination, are dealt with by eminent experts. The articles on sustainable management of water through good governance by community participation and involvement of civil society are placed. Flood management both through a basin level approach as well as by building resilience in vulnerable areas is discussed. Other critical issues like water bodies management, constitutional provisions, water governance and financial issues, hydro-power and need of research and development in this sector are also dealt with aptly. In view of emerging crisis and complexities in this sector the future pathways and the paradigm shift that is required in administrative and policy level is also discussed.

This report assesses the current trends, drivers, obstacles, mechanisms, impacts, costs and benefits of stakeholder engagement in the water sector. It builds on empirical data collected through an extensive survey across 215 stakeholders, within and outside the water sector, and 69 case studies collected worldwide. It highlights the increasing importance of stakeholder engagement in the water sector as a principle of good governance and the need for better understanding of the pressing and emerging issues related to stakeholder engagement. These include: the shift of power across stakeholders; the arrival of new entrants that ought to be considered; the external and internal drivers that have triggered engagement processes; innovative tools that have emerged to manage the interface between multiple players, and types of costs and benefits incurred by engagement at policy and project levels. This report provides pragmatic policy guidance to decision makers and practitioners in the form of key principles and a Checklist for Public Action with indicators, international references and self-assessment questions, which together can help policy makers to set up the appropriate framework conditions needed to yield the short and long-term benefits of stakeholder engagement.

Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. This book was published as a special issue of the International Journal of Water Resources Development.

This book assesses the performance of Brazil’s water governance and suggests policy recommendations for strengthening the co-ordination between federal and state water policies and for setting up more robust water allocation regimes that can better cope with future risks.
