Historically, Illinois has reported one of the highest concentrations of prison gang members in the nation. In response, the Illinois Dept. of Corrections (IDOC) has experimented with a number of gang mgmt. strategies. In 1996 the IDOC established the state's first experimental gang-free prison at the Taylorville Correctional Ctr., where only inmates identified as non-gang members are housed. This study documents the development, implementation, and operation of this prison.
