Europe Beyond Mobility

Mobility, which has represented a critical scientific category and political driver, is currently under strong public scrutiny: has mobility lost its potential for social cohesion and political integration? Europe Beyond Mobility: Mobilities, Social Cohesion and Political Integration assesses this question by focusing on the European integration process, conceptualized as a political project for the promotion of different flows of mobility. Mobility has been a fundamental tool for territorial strength and political integration among European countries. Based on a realistic understanding of the potentials and limits of mobility, this book pleads for a "resonant mobility" in the interest of a renovated European integration process. It examines how, in opposition to those advocating for national borders and mobility restrictions, the EU needs to explore new regulatory models which limit mobility’s adverse social, economic, and environmental impacts and make accessible the benefits of alternative flow models. It also provides an analytical framework for the study of current trends of mobility limitation, migration restriction and re-bordering, and offers a complementary and innovative framework for the study of globalization. Europe Beyond Mobility will be of interest to academics and students as well as policy makers and practitioners internationally in the fields of mobility, migration and border studies.

"Beyond Mobility" also seeks to rethink how projects are planned and designed in cities and suburbs at multiple geographic scales, from micro-designs such as parklets to corridors and city-regions. The book closes with a reflection on the opportunities and challenges in moving beyond mobility, with attention to emerging technologies such as self-driving cars and ride-hailing services and social equity topics such as accessibility, livability, and affordability.

Mobility and Migration in Film and Moving Image Art explores cinematic and artistic representations of migration and mobility in Europe from the 1990s to today. Drawing on theories of migrant and diasporic cinema, moving-image art, and mobility studies, Bayraktar provides historically situated close readings of films, videos, and cinematic installations that concern migratory networks and infrastructures across Europe, the Middle East, and Africa. Probing the notion of Europe as a coherent entity and a borderless space, this interdisciplinary study investigates the ways in which European ideals of mobility and fluidity are deeply enmeshed with forced migration, illegalization, and xenophobia. With a specific focus on distinct forms of mobility such as labor migration, postcolonial migration, tourism, and refugee mobilities, Bayraktar studies the new counter-hegemonic imaginations invoked by the work of filmmakers such as Ayşe Polat, Fatih Akin, Michael Haneke, and Tony Gatlif as well as video essays and installations of artists such as Kutluğ Ataman, Ursula Biemann, Ergin Çavuşoğlu, Maria Iorio and Raphaël Cuomo. Challenging aesthetic as well as national, cultural, and political boundaries, the works central to this book envision Europe as a diverse, inclusive, and unfixed continent that is reimagined from many elsewheres well beyond its borders.

This first open access book in a series of three volumes provides an in-depth analysis of social protection policies that EU Member States make accessible to resident nationals, non-resident nationals and non-national residents. In doing so, it discusses different scenarios in which the interplay between nationality and residence could lead to inequalities of access to welfare. Each chapter maps the eligibility conditions for accessing social benefits, by paying particular attention to the social entitlements that migrants can claim in host countries and/or export from home countries. The book also identifies and compares recent trends of access to welfare entitlements across five policy areas: health care, unemployment, family benefits, pensions, and guaranteed minimum resources. The Northern peripheries of Europe, which are covered by this book, are associated with remoteness, the frontier, isolated communities, colonialism and resource extraction. Recently, huge projects in petroleum and hydropower have been located there, and the region has become better known as an attractive tourist destination. Although these spaces are perceived as being marginal, they are inhabited and linked into globalization and international agendas. This book examines how people live in such remote spaces in an emerging global world of connectivity, interdependency, mobility and non-linear dynamics. The various case studies examine a wide range of experiences, ranging from tourists and local settlers to those who migrate for labour in old or new industries, or to pursue the hybrid urban/rural life of the periphery. In this book, mobility and place come together. The analyses demonstrate how mobility and place mutually constitute each other and how specific relationships between the two aspects are crucial in the making of societies. The authors study attempts to reinvent places, together with connections and the opening of 'new scapes' in order to sustain businesses, municipalities and people's livelihood.

Mobilities within the European Union (EU) have changed significantly since the classical intra-regional migrations of the 1950s–1970s. After a period of reduced, less visible flows in the 21st century mobilities increased again, first linked to EU expansion towards the East, and from 2008, with renewed South-North flows following the impact of the Great Recession on Southern European countries. It is in this context that the current volume explores how these recent migrations reflect new and more complex patterns of mobility, increasingly uncertain and unstable, involving both natives and naturalised migrants. It also seeks to unpack the multiple connections between these new migration systems and other systems affecting social protection, gender and citizenship, and how these intersect with other factors such as class, age, race and ethnicity. The different chapters of the book examine this covering a wide variety of cases, including intra-EU flows from Portugal and Spain, recent Spanish and Latin American migrants in London, Paris and Brussels, and Romanian migration to the UK and France, thus adding to its richness. This book will be of interest to academics, researchers and advanced students of Sociology, Anthropology, Geography, Gender Studies, Public Policy, and Politics.
