Europe-Japan: Futures in Science, Technology and Democracy presents the combined European and Japanese thinking on the implications of scientific and technological developments for society and democracy. This book addresses the challenges and the advantages that science and technology brings to Europe and Japan and explores how the process and application of scientific discovery can be beneficial to all people in the world. This monograph is comprised of six chapters and begins with a discussion on the impact of science on civilization and democracy, with emphasis on the challenges and opportunities afforded by technological innovations. The implications of advances in biology and medicine for human rights are the subject of the next chapter, paying particular attention to the themes of freedom, ethics, and the role of communication and dialogue in society. This book also explores cooperation and competition in science and advanced technology before concluding with a chapter that describes the scientific and technological linkages between Europe and Japan. This text will be a valuable resource for policymakers, parliamentarians, scientists, and others who are concerned with the increasingly complex arena of science and politics.

Competition and cooperation between Japan, Europe and USA is the key issue of this book - both at government and business levels. Both short-term and long-termin competitive cooperation between Western and Japanese firms and institutions can be fruitful. Cooperation however, provides no easy solutions to problems which Western economies have been unable to solve on their own. Governments as well as companies are often unprepared for cooperation with Japan within the framework of larger-scale projects. On theother hand, Japan itself still lacks the leadership capacities to match its present economic and technological dominance. Thus the Japanese strategyfor a Number Two role in cooperation with the USA and the EC is described. The discussion focuses on the implications of US/Japanese relations for Europe. It further highlights future relations between the US and Japan in the field of technology, and also deals with the EC/Japan context.

It is widely admitted that markets are the main driving force of the economy but governments' intervention could, in some circumstances, improve on their outcomes. This book provides a structured analysis relating theoretical arguments, implementation approaches and effectiveness of industrial policy.

Since the 1970s early exit from work has become a major challenge in modern welfare states. Governments, employers, and unions alike once thought of early retirement as a peaceful solution to the economic problems of mass unemployment and industrial restructuring. Today governments and international organizations advocate the postponement of retirement and an increase in activity among older workers. Comparing the USA, eight European countries, and Japan, this book demonstrates significant cross-national differences in early retirement across countries and over time. The study evaluates the impact of major variations in welfare regimes, production systems, and labor relations. It stresses the importance of the 'pull factor' of extensive welfare state provisions, particularly in Continental Europe; the 'push factor' of labor shedding strategies by firms, particularly in Anglo-American market economies; and the role of employers and worker representatives in negotiating retirement policies, particularly in coordinated market economies. Over the last three decades, early retirement has become a popular social policy and employment practice in the workplace, adding to the fiscal crises and employment problems of today's welfare states. Attempts to reverse early retirement policies have led to major reform debates. Unilateral government policies to cut back on social benefits have not had the expected employment results due to resistance from employers, workers, and their organizations. Successful reforms require the cooperation of both sides. This study provides comprehensive empirical analysis and a balanced approach to studying both the pull and the push factors affecting early exit from work needed to understand the development of early retirement regimes.

Both the European Union and Japan have been major beneficiaries and supporters of the liberal international order, first led by the United States since the end of World War II. During this period, they have emerged as global powers, however, the very order that nurtured their rise is now facing twin threats. First, through authoritarian China’s promotion of alternative models of global governance, and second from a crisis of liberalism, manifested in the policies of President Donald Trump and Brexit. This book explores these challenges faced by both the EU and Japan, providing a multidisciplinary approach to studying the relationship between the two. It analyses their cooperation in terms of security, defence and trade and examines how their shared normative values are ultimately implemented. Having recently concluded an Economic Partnership Agreement and with a Strategic Partnership Agreement in the pipeline, this book asks whether they can convert their latent and modest cooperation into an alternative form of leadership and an antidote to the illiberal tide sweeping the developed world? As the first book to shed light on the new Economic Partnership Agreement between the EU and Japan, this book will be useful to students and scholars of Japanese Studies, as well as European Union politics and international political economy more generally.

Japan and the European Union are two «civilian powers» that have dramatically extended and diversified their role on the world stage and that have launched together an Action Plan dealing with peace and stability, economic, environmental, commercial and financial governance, and cultural exchanges and cooperation. Their bilateral cooperation has been intensified as well as their cross contribution to the G8 and multilateral organisations like the United Nations and the World Trade Organisation. In parallel, their respective domestic and international positions have changed. The EU has integrated ten new members, adopted a Constitution and developed a security and defence policy. Japan has widened its international and security role and reorganised most of its economic policies. Therefore, Japan and the enlarged European Union are actors and partners in the process of global governance. This book addresses the cooperation between Japan and the enlarged European Union for a more secure world, sustainable development and global governance. It gathers contributions from European and Japanese experts who have established a permanent network on this topic and meet every year for seminars in Brussels under the aegis of the Trans European Policy Studies Association (TEPSA) and its Belgian member organisation Study Group on European Policies (SEP-GEPE), with the support of the Japan Foundation. The book is a joint Japanese-European contribution to the Year of Japan-European Union People-to-People Exchanges declared in 2005.
