Within liberal multicultural societies, the right of exit has assumed prominent position in the negotiations between the basic rights of individuals and the rights of cultural or religious groups to govern their internal affairs. The nature, role and scope of application of such a right are, however, dependent on various factors. These include the character of the group from which one wishes to leave, the surrounding society to which one wishes to enter, the role and status of the person who wants to exit, as well as the framework within which the responsibilities of different actors (individuals, groups, state) are negotiated. Whereas the right of exit is one of the central elements of any liberal democracy, several theoretical as well as practical difficulties persist. On Exit addresses some of the most pressing theoretical difficulties and gives normative guidance to the more concrete issues of cultural accommodation. Amongst the contributors to the volume are included political scientists, philosophers, legal scholars and experts on religion, thus providing genuinely interdisciplinary perspectives on the issues on exit.

Successful democracies rely on an active citizenry. They require citizens to participate by voting, serving on juries, and running for office. But what happens when those citizens purposefully opt out of politics? Exit—the act of leaving—is often thought of as purely instinctual, a part of the human "fight or flight" response, or, alternatively, motivated by an antiparticipatory, self-centered impulse. When Csaba Teglas was confronted with the Nazi invasion of Hungary during World War II, the Soviet occupation following the Allied victory, and finally with the opportunity to escape the oppressive regime during the Hungarian Revolution of 1956, he responded not with fear, indecision, or submission, but with courage, ingenuity, and hope. In Budapest Exit: A Memoir of Fascism, Communism, and Freedom, Teglas begins with the story of his childhood in Hungary. During the war, the dramatic changes that took place in his country intensified with the invasion of the Nazis. The Nazis' defeat after the terrifying siege of Budapest should have led to freedom, but for Hungary it meant occupation by the Soviets, who were often little better than the fascists. A twelve-year-old friend of Teglas was forced to watch the brutal gang rape of a Jewish family member by the same Soviet soldiers who liberated her from the Nazis. Despite the difficulties of life in Budapest, Teglas met the challenge when sustenance of the family fell on his young shoulders. One of the innovative ways he earned money was to employ his playments to extract ball bearings from wrecked tanks and other military vehicles that he then sold to factories. He also sold rubber rings cut from bicycle tubes to use as canning seals. Before the communists solidified their rule, Teglas obtained admission to the Technical University of Budapest, where he earned a degree despite constant interference in the University by the communists. The following years under the Stalinist dictatorship were the harshest, and Teglas and his family and friends lived in constant fear; some were even subjected to the communist jails and torture chambers. But rather than standing idly by, Teglas protested, sometimes quietly, sometimes more vocally, against the Soviet and communist presence in Hungary. During the Hungarian Revolution of 1956, Teglas became more involved in the opposition to the communists. When it became clear that the revolutionaries were not going to succeed, he knew he had to leave Hungary to avoid retaliation for his involvement. Teglas recounts his dramatic escape through the heavily guarded Iron Curtain and his subsequent emigration to North America, where life an an immigrant presented new challenges. Teglas compares the genocide and tragedies of Nazi order in World War II and of communist rule to recent international events and ethnic cleansing in Central and Eastern Europe, including the former Yugoslavia. He also highlights the failure of the West to stop the war in Bosnia expediently and the possible far-reaching consequences of a "peace" treaty that aims to satisfy the demands of the aggressors while ignoring the rights of others in the Balkans. Even more, though, this memoir is Csaba Teglas's personal story of his youth, told from the point of view of a man with sons of his own. He found in America the freedom for which he had been searching, but he has raised his American sons to remain proud of their Hungarian heritage.

How can citizens best protect themselves from the arbitrary power of abusive spouses, tyrannical bosses, and corrupt politicians? Exit Left makes the case that in each of these three spheres the answer is the same: exit. By promoting open and competitive markets and providing the information and financial resources necessary to enable exit, the book argues that this can empower people's voices and offer them an escape from abuse and exploitation. This will advance a conception of freedom, viz. freedom as non-domination (FND), which is central to contemporary republican thought. Neo-republicans have typically promoted FND through constitutional means (separation of powers, judicial review, the rule of law, and federalism) and participatory ones (democratic elections and oversight), but this book focuses on economic means, ones that have been neglected by contemporary republicans but were commonly invoked in the older, commercial-republican tradition of Alexander Hamilton, Immanuel Kant, and Adam Smith. Just as Philip Pettit and other neo-republicans have revived and revised classical republicanism, so this book will do the same for commercial republicanism. This revival will enlarge republican practice by encouraging greater use of market mechanisms, even as it hews closely to existing republican theory.

An innovator in contemporary thought on economic and political development looks here at decline rather than growth. Albert O. Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. As the author states in the preface, “having found my own unifying way of looking at issues as diverse as competition and the two-party system, divorce and the American character, black power and the failure of ‘unhappy’ top officials to resign over Vietnam, I decided to let myself go a little.”
