Extractive Relations

Extractive Relations explores the nature of industrial power and its role in shaping what we understand to be the global mining sector. The authors examine issues at the forefront of contemporary debates: corporate obligations in safeguarding the rights of people displaced by mining, the recognition of community rights and interests in supporting or opposing mining developments, the handling of non-judicial grievances and workability of corporate remedy systems, and the logic of community relations departments in navigating these issues inside and outside of the typical modern mining establishment. The authors develop a unique theoretical approach that highlights the different types and uses of power in these settings. This perspective is supported by the authors' own sustained engagement with the mining sector over many years, drawing on cases from over twenty countries. The analysis of these issues from both 'inside' and 'outside' the sector is a key point of differentiation. This book synthesizes findings regarding the political drivers of institutional change in extractive industry governance. It analyses resource governance from the late nineteenth century to the present in Bolivia, Ghana, Peru, and Zambia, focusing on the ways in which resource governance and national political settlements interact.

The extractive sector is a particular area of expertise for Canada and more than half of Canada’s mining assets abroad are located in Latin America, specifically in Brazil, Peru, Chile, and Colombia. The Canada-Colombia accord was the first free-trade agreement in the world to include annual Human Rights Impact Assessments (HRIA), and also includes a labour side accord where abuse complaints can be formally registered. Using Colombia as a case study, James Rochlin and his international and multidisciplinary line up of Canadian and Colombian scholars, and activists working in the area of human rights, and the judiciary explore: What is the best way to identify and operationalize for mutual benefit the concentric space between the interests of extractive corporations in profit and security, on the one hand, and the interests of the host communities in the promotion of human rights and human security, on the other? What can the four emblematic and diverse cases in Colombia (Meta, Sergovia, Marmato, and Bolivar/La Guajira) tell us about how to fine tune and improve a newly implemented governmental HRIA to render it an increasingly useful global instrument to promote simultaneously corporate security and human security for host communities? What is the most efficient and effective way to design and implement Corporate Social Responsibility Programs in a manner that promotes simultaneously corporate security and community human security? Written in a clear and accessible style, Profits, Security, and Human Rights presents practical lessons on how to promote both corporate security and human security in communities where the extractive sector operates in the Global South.

Greater understanding of the forms and consequences of investment and disinvestment in the extractive industries is required as a result of capitalist expansion, recent declines in global commodity prices, and claims that extractive sector projects, especially in the global south, are poverty reduction projects. This book explores emergent forms of governance in mining and extractive industry projects around the world. Chapters examine efforts to govern extractive activities across multiple political scales, through intermediaries, instruments, technologies, discourses, and infrastructures. The contributions analyse how multiple micro-processes of rule reverberate through societies to shape the material conditions of everyday life but also politics, social relations, and subjectivities in extractive economies. Detailed case studies are included from Africa (Chad, Nigeria, Rwanda, and São Tomé and Príncipe), Latin America (Bolivia, Ecuador, and Peru), and the UN Climate Conference.

The extraction of minerals, oil and gas has a long and ambiguous history in development processes – in North America, Europe, Latin America and Australasia. Extraction has yielded wealth, regional identities and in some cases capital for industrialization. In other cases its main heritages have been social conflict, environmental damage and underperforming national economies. As the extractive economy has entered another boom period over the last decade, not least in Latin America, the countries in which this boom is occurring are challenged to interpret this ambiguity. Will the extractive industry yield, for them, economic development, or will its main gifts be ones of conflict, degradation and unequal forms of growth. This book speaks directly to this question and to the different ways in which Latin American countries are responding to the challenge of extractive industry. The contributors are a mixture of geographers, economists, political scientists, development experts and anthropologists, who all draw on sustained field work in the region. By digging deep into both national and local experiences with extractive industry they demonstrate the ways in which it transforms economies, societies, polities and environments. They pay particular attention to the social conflict that extraction consistently produces, and they ask how far this conflict might usher in political and institutional changes that could lead to a more productive relationship between extraction and development. They also ask whether the existence of left-of-centre governments in the region changes the relationships between extractive industry and development. The book makes clear the immense difficulties that countries and regional societies face in harnessing extractive industry for the collective good. For the most part the findings question the wisdom of the development model that many countries in the region have taken up and which emphasises the productive roles of mining and hydrocarbon industries. This book is the first to focus on state-led ‘extractive bargains,’ designed to reach a social consensus on the extent of extractive activities, how they should be governed and their negative consequences mitigated. These state-led ‘bargains’ have taken a number of different forms and offer varying degrees of promise in meeting environmental and social concerns. The book critically examines ‘bargains’ in states across the Global North and the Global South, incorporates Indigenous issues, and judiciously assesses their prospects for promoting long-term sustainability. It focusses on mineral and fossil fuel extraction in particular including bargains designed to govern the former as the demand for minerals used in “green energy” increases and to limit the use of the latter. The book will be of interest to students and researchers of global studies, global political economy, political science, political sociology, sustainability, environmental sociology, development studies and geography.
