Spore magazine 190: Farm data: Serving smallholder farmers in a digital age Increasing amounts of agricultural data are being produced at faster speeds, using a greater variety of technologies and innovations than ever before. But what is the value of information sharing for smallholders, and what are the risks? SPORE is the quarterly magazine of the Technical Centre for Agricultural and Rural Cooperation (CTA), offering a global perspective on agribusiness and sustainable agriculture. CTA operates under the Cotonou Agreement between the countries of the Africa, Caribbean and Pacific (ACP) group and the European Union and is financed by the EU.

The study presented in this report was commissioned by the Technical Centre for Agricultural and Rural Cooperation (CTA) as a member of the Global Open Data for Agriculture & Nutrition (GODAN) initiative, and was conducted by SB Consulting (SBC4D). The objective of the research is to understand the role of farmer organisations (FO) and cooperatives in the agriculture data ecosystem. These organisations have long been recognised to play an important role in society that translates into the improvement of living conditions of their members, particularly the low-income earning population. More than 40% of households in Africa are member of a cooperative society ([ILO-2000]) and the cooperative movement is Africa’s biggest nongovernmental organisation. The key question this report explores is the role of these organisations in the emergent “data revolution.” How can they ensure that this data revolution benefits their members and the smallholder farmers in general, and at the same time contribute to the revolution by providing valuable information to policy makers or other stakeholders of the ecosystem?

This open access book provides the first systematic overview of existing challenges and opportunities for responsible data linkage, and a cutting-edge assessment of which steps need to be taken to ensure that plant data are ethically shared and used for the benefit of ensuring global food security – one of the UN’s Sustainable Development Goals. The volume focuses on the contemporary contours of such challenges through sustained engagement with current and historical initiatives and discussion of best practices and prospective future directions for ensuring responsible plant data linkage. The volume is divided into four sections that include case studies of plant data use and linkage in the context of particular research projects, breeding programs, and historical research. It address technical challenges of data linkage in developing key tools, standards and infrastructures, and examines governance challenges of data linkage in relation to socioeconomic and environmental research and data collection. Finally, the last section addresses issues raised by new data production and linkage methods for the inclusion of agriculture’s diverse stakeholders. This book brings together leading experts in data curation, data governance and data studies from a variety of fields, including data science, plant science, agricultural research, science policy, data ethics and the philosophy, history and social studies of plant science.

This report aims to identify the different scenarios where the process of digital transformation is taking place in agriculture. This identifies those aspects of basic conditions, such as those of infrastructure and networks, affordability, education and institutional support. In addition, enablers are identified, which are the factors that allow adopting and integrating changes in the production and decision-making processes. Finally identify through cases, existing literature and reports how substantive changes are taking place in the adoption of digital technologies in agriculture.

An inclusive, digitally-enabled agricultural transformation could help achieve meaningful livelihood improvements for Africa’s smallholder farmers and pastoralists. It could drive greater engagement in agriculture from women and youth and create employment opportunities along the value chain. At CTA we staked a claim on this power of digitalisation to more systematically transform agriculture early on. Digitalisation, focusing on not individual ICTs but the application of these technologies to entire value chains, is a theme that cuts across all of our work. In youth entrepreneurship, we are fostering a new breed of young ICT ‘agripreneurs’. In climate-smart agriculture multiple projects provide information that can help towards building resilience for smallholder farmers. And in women empowerment we are supporting digital platforms to drive greater inclusion for women entrepreneurs in agricultural value chains.

This book discusses machine learning and artificial intelligence (AI) for agricultural economics. There is massive scope for linking farmers to valuable knowledge and agricultural services through Information and Communication Technologies (ICTs) as a pathway to driving improved productivity and market access, creating opportunities for higher incomes and better food security as a result. In Uganda, as in many sub-Saharan countries, lack of timely and accurate access to information about weather, financial services, crop management, markets and climate coping mechanisms is a serious obstacle for smallholder farmers, preventing them from achieving higher yields and selling their produce for better prices. To address these challenges, an innovative initiative is showcasing how ICTs can be used to capture satellite-based information on a wide range of agricultural indicators, packaging it into tailor-made messages for farmers in local languages.
