Getting To Zero Alcohol Impaired Driving Fatalities

Alcohol-impaired driving is an important health and social issue as it remains a major risk to Americans' health today, surpassing deaths per year of certain cancers, HIV/AIDS, and drownings, among others, and contributing to long-term disabilities from head and spinal injuries. Progress has been made over the past decades towards reducing these trends, but that progress has been incremental and has stagnated more recently. Getting to Zero Alcohol-Impaired Driving Fatalities examines which interventions (programs, systems, and policies) are most promising to prevent injuries and death from alcohol-impaired driving, the barriers to action and approaches to overcome them, and which interventions need to be changed or adopted. This report makes broad-reaching recommendations that will serve as a blueprint for the nation to accelerate the progress in reducing alcohol-impaired driving fatalities.

Alcohol use by young people is extremely dangerous - both to themselves and society at large. Underage alcohol use is associated with traffic fatalities, violence, unsafe sex, suicide, educational failure, and other problem behaviors that diminish the prospects of future success, as well as health risks â€" and the earlier teens start drinking, the greater the danger. Despite these serious concerns, the media continues to make drinking look attractive to youth, and it remains possible and even easy for teenagers to get access to alcohol. Why is this dangerous behavior so pervasive? What can be done to prevent it? What will work and who is responsible for making sure it happens? Reducing Underage Drinking addresses these questions and proposes a new way to combat underage alcohol use. It explores the ways in which may different individuals and groups contribute to the problem and how they can be enlisted to prevent it. Reducing Underage Drinking will serve as both a game plan and a call to arms for anyone with an investment in youth health and safety.

Increasing seat belt use is one of the most effective and least costly ways of reducing the lives lost and injuries incurred on the nation's highways each year, yet about one in four drivers and front-seat passengers continues to ride unbuckled. The Transportation Research Board, in response to a congressional request for a study to examine the potential of in-vehicle technologies to increase belt use, formed a panel of 12 experts having expertise in the areas of automotive engineering, design, and regulation; traffic safety and injury prevention; human factors; survey research methods; economics; and technology education and consumer interest. This panel, named the Committee for the Safety Belt Technology Study, examined the potential benefits of technologies designed to increase belt use, determined how drivers view the acceptability of the technologies, and considered whether legislative or regulatory actions are necessary to enable their installation on passenger vehicles. The National Highway Traffic Safety Administration (NHTSA), the study sponsor, funded and conducted interviews and focus groups of samples of different belt user groups to learn more about the potential effectiveness and acceptability of technologies ranging from seat belt reminder systems to more aggressive interlock systems, and provided the information collected to the study committee. The committee also supplemented its expertise by holding its second meeting in Dearborn, Michigan, where it met in proprietary sessions with several of the major automobile manufacturers, a key supplier, and a small business inventor of a shifter interlock system to learn of planned new seat belt use technologies as well as about company data concerning their effectiveness and acceptability. The committee's findings and recommendations are presented in this five-chapter report.

Every day thousands of people are killed and injured on our roads. Millions of people each year will spend long weeks in the hospital after severe crashes and many will never be able to live, work or play as they used to do. Current efforts to address road safety are minimal in comparison to this growing human suffering. This report presents a comprehensive overview of what is known about the magnitude, risk factors and impact of road traffic injuries, and about ways to prevent and lessen the impact of road crashes. Alcohol-attributable injuries are of a growing concern to the public health community, with alcohol-related injuries such as road traffic accidents, burns, poisonings, falls and drownings making up more than a third of the disease burden attributable to alcohol consumption. This publication synthesizes results of a number of hospital emergency department studies conducted in different cultural and health care settings, including the WHO Collaborative Study on Alcohol and Injuries. It provides an introduction to the epidemiology of alcohol-related injuries and refers to methodological issues of emergency department studies. It addresses public policy implications and equips the reader with practical information on interventions that can be implemented in emergency departments, such as screening and brief interventions for hazardous and harmful drinking. This book has been compiled by an international group of editors with extensive experience in the area of alcohol and injuries.
