Global History With Chinese Characteristics

This open access book considers a pivotal era in Chinese history from a global perspective. This book’s insight into Chinese and international history offers timely and challenging perspectives on initiatives like “Chinese characteristics”, “The New Silk Road” and “One Belt, One Road” in broad historical context. Global History with Chinese Characteristics analyses the feeble state capacity of Qing China questioning the so-called “High Qing” (shèng qīng 盛清) era’s economic prosperity as the political system was set into a “power paradox” or “supremacy dilemma”. This is a new thesis introduced by the author demonstrating that interventionist states entail weak governance. Macao and Marseille as a new case study aims to compare Mediterranean and South China markets to provide new insights into both modern eras’ rising trade networks, non-official institutions and interventionist impulses of autocratic states such as China’s Qing and Spain’s Bourbon empires.

The origin of political modernity has long been tied to the Western history of protest and revolution, the currents of which many believe sparked popular dissent worldwide. Reviewing nearly one thousand instances of protest in China from the eighteenth to the early-nineteenth centuries, Ho-fung Hung charts an evolution of Chinese dissent that stands apart from Western trends. Hung samples from mid-Qing petitions and humble plaints to the emperor. He revisits rallies, riots, market strikes, and other forms of contention rarely considered in previous studies. Drawing on new world history, which accommodates parallels and divergences between political-economic and cultural developments East and West, Hung shows how the centralization of political power and an expanding market, coupled with a persistent Confucianist orthodoxy, shaped protesters' strategies and appeals in Qing China. This unique form of mid-Qing protest combined a quest for justice and autonomy with a filial-loyal respect for the imperial center, and Hung's careful research ties this distinct characteristic to popular protest in China today. As Hung makes clear, the nature of these protests prove late imperial China was anything but a stagnant and tranquil empire before the West cracked it open. In fact, the origins of modern popular politics in China predate the 1911 Revolution. Hung's work ultimately establishes a framework others can use to compare popular protest among different cultural fabrics. His book fundamentally recasts the evolution of such acts worldwide.

Presents a story of two Chinas – an entrepreneurial rural China and a state-controlled urban China. In the 1980s, rural China gained the upper hand. In the 1990s, urban China triumphed. In the 1990s, the Chinese state reversed many of its rural experiments, with long-lasting damage to the economy and society. A weak financial sector, income disparity, rising illiteracy, productivity slowdowns, and reduced personal income growth are the product of the capitalism with Chinese characteristics of the 1990s and beyond. While GDP grew quickly in both decades, the welfare implications of growth differed substantially. The book uses the emerging Indian miracle to debunk the widespread notion that democracy is automatically anti-growth. As the country marked its 30th anniversary of reforms in 2008, China faces some of its toughest economic challenges and substantial vulnerabilities that require fundamental institutional reforms.

Hegemony with Chinese Characteristics compares the historical relationship of China with its neighbours to the developing trajectory of the Belt and Road Initiative, and asks what this tells us about the kind of hegemon China is likely to become. China is going to play a more active and decisive role in the international community and there is much uncertainty about how China will handle its responsibilities and interests. The ambiguous and assertive Belt and Road Initiative is a matter of special concern in this aspect. The Tributary System, which provides concrete evidence of how Chinese dynasties handled relations with foreigners, is a useful reference point in trying to understand its twenty-first century developments. This is particularly true, because after the turbulence of the "Century of Humiliation" and the Maoist Era, China seems to be explicitly re-embracing its history and its pre-revolutionary identity. Confucius, one of the biggest targets of the Cultural Revolution, is being rehabilitated alongside Confucianism, Taoism, Buddhism and other ideologies and philosophies suppressed in the Mao era. Doğan analyzes the extent to which China’s current approach to foreign relations resembles its earlier models. Grounded in "hegemony" as an analytic lens, this book provides an innovative study of the power generated by the global rise in China.
