Globalization And The Future Of German

Is the world en route to becoming a linguistic colony of the United States? Or is this dramatic view an exaggeration, and there is no danger to linguistic diversity at all? The German language is at the center of an intensive debate on this issue. Its position in the world is under increasing pressure due to the growing importance of (American) English as the language of globalization. The articles in this volume deal with the national and international position of German in relation to English, language policies, the future of German as a language of science, German in the USA, and the intellectual and aesthetic dimensions of encountering a foreign language. They present critical assessments addressing the dangers for the future of languages other than English, as well as positions which perceive the growing importance of English as a challenge and resource rather than as a threat.

Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.

Flagships of Imperialism is the first scholarly monograph on the history of the P&O shipping company, and the first history of P&O to pay due attention to the context of nineteenth century imperial politics which so significantly shaped the company's development. Based chiefly on unpublished material from the P&O archives and the National Archives, and on contemporary official publications, the book covers the crucial period from the company's origins to 1867. After presenting new findings about the company's origins in the Irish transport industry, the book charts the extension of the founders' interests from the Iberian peninsula to the Mediterranean, India, China and Australia. In so doing it deals with the development of the necessary financial infrastructure for P&O's operations; the founders' attitudes to technical advances; the shareholding base; the company's involvement in the opium trade, and with its acquisition of mail, Admiralty and other government contracts. It was the P&O's status as a government contractor which, above all else, implicated its fortunes in the wider politics of empire, as illustrated by the book's concluding account of the company's rescue from the edge of a financial precipice by the award of a new government mail contract prompted, among other things, by the Abyssinian expedition of 1867. Flagships of Imperialism will be of interest to transport and company historians and to historians of the British empire alike, as well as to anyone interested in the history of British ships and shipping in the nineteenth century.

Thesis (M.A.) from the year 2005 in the subject Politics - Political Systems - Germany, grade: sehr gut, London School of Economics, language: English, abstract: Economic globalisation seems to have intensified the claims that an extensive national welfare state is no longer sustainable under high exposure to global competition. However, the evidence for significant welfare dismantlement in Germany is missing. In this dissertation, I endeavour to analyse, why globalisation does not seem to have had any significant impact on the German welfare state in terms of serious downwards reform. I contend that the actual impact of economic globalisation on the national welfare state depends a great deal, on how it is interpreted domestically. Hence, I would like to regard the impact of globalisation not only as an exogenous force, but also as a result of what national policy makers, media, electorate, etc. interpret it to entail. In other words, although globalisation really seems to strain existing welfare structures, policy makers still have a considerable scope how to react to these pressures. For my endeavour, I introduce a historical institutionalist framework of path-dependency, which I confront with a social constructivist framework. Prima facie, the path-dependency theorem seems to hold for the German welfare state. However, I claim that a social constructivist angle is able to illuminate how the institutional constraints propagated by the path-dependency thesis can be overcome. Institutional constraints continue to impede welfare reform in German only because the German political elite failed to socially construct the imperative of reform in public discourse, leaving the great majority of the German population unwilling to accept fundamental cutbacks in social benefits. I argue that the Schröder administration attempted to legitimise cutbacks in social services through referring to exogenous pressures of globalisation. In addition, the media discusses the increased need for welfare state reform in the context of globalisation. Although, there seems to be a trend of mounting acceptance of welfare reform among the German population, the general level for support of such measures remains low. I attempt to show that the notion of globalisation on its own appears unable socially construct the public acceptance of serious welfare state reform. Hence, the most likely scenario for the near future of the German welfare state seems the absence of reform until the prolonged economic crisis legitimises significant transformations of the current system.

Germany has been a central player in discussions on the future architecture of Europe, and has been called on to play a larger role in supporting global and, especially, European recovery from the financial crisis that triggered the Great Recession. This book focuses on the possible economic role of Germany and shows that the quantitative effects of a German fiscal stimulus would be small on the heavily indebted euro area periphery countries that most need the boost. The book finds that Germany itself faces a growth challenge and that efforts to raise its own growth potential are important for Germany, and that more rapid growth of domestic demand will more powerfully stimulate European economic growth through its expanded demand for imports.

The articles assembled in this book discuss important questions about German society and the very notion of what being German means in the age of globalization and the vanishing of nation-states in a continuously strengthening European Union; the question about what is German culture in a postmodern era; and how the past affects and shapes the present and future of hybrid German generations. Taking into account not only national but also transnational and recent global developments and concomitant critical debates, this book continues to engage in the discourses of rethinking German national identity, exploring socio-cultural, literary and cinematic responses by German, German Jewish, and other minority authors and filmmakers. These essays focus particularly on trends since the turn of the millennium, and explore how these trends and their new developments are represented and interpreted through the eyes of different media. Beyond Political Correctness: Remapping German Sensibilities in the 21st Century will appeal to readers with a wide variety of academic interests, including cultural history, film studies and contemporary German literature, German-Jewish and Minority literature.
