In recognition of its 20th anniversary, The IBM Center for the Business of Government offers a retrospective of the most significant changes in government management during that period and looks forward over the next 20 years to offer alternative scenarios as to what government management might look like by the year 2040. Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition. Challenge Grant winners will be awarded grants to identify futuristic visions of government in 2040. Contributions by Mark A. Abramson, David A. Bray, Daniel J. Chenok, Lee Feldman, Lora Frecks, Hollie Russon Gilman, Lori Gordon, John M. Kamensky, Michael J. Keegan, W. Henry Lambright, Tad McGalliard, Shelley H. Metzenbaum, Marc Ott, Sukumar Rao, and Darrell M. West.

Governance of the federation is more complex today than ever before: perennial issues of federalism remain unresolved, conflicts continue over the legitimacy of federal spending power, and the accommodation of Quebec nationalism and Aboriginal self-government within the federation is a persistent and precarious concern. From discussions on democracy and distinctiveness to explorations of self-governance and power imbalances, Constructing Tomorrow’s Federalism tests assertions from scholars and practitioners on the legitimacy and future of the state of the federation. In this broad collection of essays, fifteen scholars and political leaders identify options for the future governance of Canada and contribute to a renewed civic discourse on what it means to govern ourselves as a liberal democracy and a multinational federation.

How we can achieve healthy growth--more regenerative than destructive, restoring equity rather than exacerbating inequalities. In Tomorrow's Economy, Per Espen Stoknes reframes the hot-button issue of economic growth. Going beyond the usual dialectic of pro-growth versus anti-growth, Stoknes calls for healthy growth. Healthy economic growth is more regenerative than destructive, repairs problems rather than greenwashing them, and restores equity rather than exacerbating global inequalities. Stoknes--a psychologist, economist, climate strategy researcher, and green-tech entrepreneur--argues that we have the tools to achieve healthy growth, but our success depends on transformations in government practices and individual behavior. Stoknes provides a compass to guide us toward the mindset, mechanisms, and possibilities of healthy growth.

"Canada's prime minister is a dictator." "The Sun King of Canadian government." "More powerful than any other chief executive of any other democratic country." These kinds of claims are frequently made about Canada's leader – especially when the prime minister's party holds a majority government in Parliament. But is there any truth to these arguments? At the Centre of Government not only presents a comprehensively researched work on the structure of political power in Canada but also offers a first-hand view of the inner workings of the Canadian federal government. Ian Brodie – former chief of staff to Prime Minister Stephen Harper and former executive director of the Conservative Party of Canada – argues that the various workings of the Prime Minister's Office, the Privy Council Office, the cabinet, parliamentary committees, and the role of backbench members of Parliament undermine propositions that the prime minister has evolved into the role of an autocrat, with unchecked control over the levers of political power. He corrects the dominant thinking that Canadian prime ministers hold power without limits over their party, caucus, cabinet, Parliament, the public service, and the policy agenda. Citing examples from his time in government and from Canadian political history he argues that in Canada's evolving political system, with its roots in the pre-Confederation era, there are effective checks on executive power, and that the golden age of Parliament and the backbencher is likely now. Drawing on a vast body of work on governance and the role of the executive branch of government, At the Centre of Government is a fact-based primer on the workings of Canadian government and sobering second thoughts about many proposals for reform.
