This book constitutes the refereed proceedings of the IFIP WG 8.6 International Working Conference on Transfer and Diffusion of IT, TDIT 2013, held in Bangalore, India, in June 2013. The 35 revised full papers presented together with an invited paper, 12 short papers and 3 poster papers were carefully reviewed and selected from 65 submissions. The full papers are organized in the following topical sections: IS success and failure; studies of IT adoption; software development; IT in the public sector; and theory and methods.

ICT, e-government and electronic participation have become increasingly important in the public sector and the social sphere in recent years. This book presents 53 of the papers accepted for the dual IFIP EGOV-ePart conference 2016, which took place in Guimarães, Portugal, in September 2016. This conference, which consisted of five partially intersecting tracks, presented advances in the socio technological domain of the public sphere demonstrating cutting edge concepts, methods, and styles of investigation by multiple disciplines. The conference has been a premier academic forum for over 15 years and has a worldwide reputation as one of the top two conferences in the research domains of electronic, open and smart government, policy and electronic participation. The papers in this joint proceedings of the 2016 IFIP EGOV-ePart conference comprise accepted submissions from all categories and all tracks (with the exception of some 38 papers which are published separately). The book is divided into 9 sections: eParticipation, e-Government Evaluation, Open Data and Open Government, Governance, Smart Cities, e-Government Implementation and Adoption, Ph.D. Colloquium Papers, Posters, and Workshops. This book examines the link between change and project management and how creating a closer alignment between these two methodologies can yield greater benefits and mitigate elements of failure of information systems (IS) projects. This study explores the underlying challenges and practicalities of closer integration of the two disciplines and asserts that such a successful change goes beyond the simple training of project managers in the practitioner context. Instead, it requires organizations to conceptualize the necessary challenges to realize the potential benefits of this recommended integrated approach. The integration of both project and change management has been advocated in existing research, but the challenges of moving from a current position of separate methodologies, different standards bodies and in some cases totally separate organizational structures, is a step change for many organizations. Change initiatives where good change management practices are implemented, can increase the probability of successful organizational change. The tasks of leading and sustaining change can be complex and often entail the interplay of multiple factors involving action by people at every level of the business. This book offers a guide that identifies the barriers and major challenges that may arise in the development of the closer integration of change and project management. With a better understanding of these issues, organizations can avoid such pitfalls when establishing their own integrated approach.

The abundance of data and the rise of new quantitative and statistical techniques have created a promising area: data analytics. This combination of a culture of data-driven decision making and techniques to include domain knowledge allows organizations to exploit big data analytics in their evaluation and decision processes. Also, in education and learning, big data analytics is being used to enhance the learning process, to evaluate efficiency, to improve feedback, and to enrich the learning experience. As every step a student takes in the online world can be traced, analyzed, and used, there are plenty of opportunities to improve the learning process of students. First, data analytics techniques can be used to enhance the student’ s learning process by providing real-time feedback, or by enriching the learning experience. Second, data analytics can be used to support the instructor or teacher. Using data analytics, the instructor can better trace, and take targeted actions to improve, the learning process of the student. Third, there are possibilities in using data analytics to measure the performance of instructors. Finally, for policy makers, it is often unclear how schools use their available resources to "produce" outcomes. By combining structured and unstructured data from various sources, data analytics might provide a solution for governments that aim to monitor the performance of schools more closely. Data analytics in education should not be the domain of a single discipline. Economists should discuss the possibilities, issues, and normative questions with a multidisciplinary team of pedagogists, philosophers, computer scientists, and sociologists. By bringing together various disciplines, a more comprehensive answer can be formulated to the challenges ahead. This book starts this discussion by highlighting some economic perspectives on the use of data analytics in education. The book begins a rich, multidisciplinary discussion that may make data analytics in education seem as natural as a teacher in front of a classroom.
