Harnessing The Data Revolution To Achieve The Sustainable Development Goals

Before launching its second round of global goals—the Sustainable Development Goals (SDGs)—the United Nations convened a High-Level Panel of Eminent Persons on the Post-2015 Development Agenda. As part of its final report, the Panel called for a “data revolution” and recommended the formation of an independent body to lead the charge. In this report, CSIS and JICA-RI analyze the challenges and opportunities that exist in the pursuit of the data revolution. The report also considers two developing-country cases—Laos and Myanmar—in the broader context of what will be needed to enable “leapfrog” data technologies to take hold and ultimately drive the data revolution without following the linear progression of development laid out by countries of the Organization for Economic Cooperation and Development. Though not without its bumps and turns, the road to the data revolution is paved with promise and possibility.

The Road Map for a Country-led Data Revolution was produced by the Informing a Data Revolution (IDR) project, launched by PARIS21 in 2014 and financed by a grant from the Bill & Melinda Gates Foundation. The project aims to help ensure the data revolution serves the post-2015 development agenda.

Achieving the Sustainable Development Goals through Finance, Technology and Law Reform Achieving the SDGs requires a fundamental rethink from businesses and governments across the globe. To make the ambitious goals a reality, trillions of dollars need to be harnessed to mobilise finance and accelerate progress towards the SDGs. Bringing together leaders from the World Bank, the financial and business sectors, the startup community and academia, this important, topically relevant volume explains what the SDGs are, how they came about and how they can be accelerated. Real-world case studies and authoritative insights address how to direct investment of existing financial resources and re-align the global financial system to reflect the SDGs. It provides the international and regional community with key indicators, objective analyses of the current trends and emerging issues, along with data and charts. In order to maximize the comparability, the data is sourced exclusively from international agencies that adhere to the official global statistical standards.

This book represents an unusual intervention in debates about the nature of contemporary international development, where the majority of scholarship tends to concern itself with measuring or collating goal performance. Through a series of analyses of the United Nations Sustainable Development Goals, this book explores development as a political construct, and is concerned with the kinds of epistemological, hegemonic, or politico-economic assumptions built into contemporary development policy, and the ensuing effectiveness the SDGs will have in terms of addressing or perpetuating the historical impoverishment of large groups of people living in poverty. The contributors to the book take issue with many of the assumptions upon which SDGs rest, while also broadening the conversation to pay attention to knowledge production, modernity, colonialism, exclusion, citizenship, and other conceptual insights. In this context, the book raises questions about the discourses and practices of the SDGs, especially in relation to how they can: define the limits of what can be said and what can be done; shape development logics through notions of division and forms of exclusion; construct political problems as technical problems; create certain spaces of imagination as a field of activity; and endorse particular ideas and forms of knowledge in models for sustainable development.
