At the heart of the European debate lies the tension between the idea of European unity and individual state identities and nationalisms. This volume provides an insight into this dichotomy by exploring the role of heritage in the new Europe. The main theme of this book is that a number of possible heritages can be shaped from the European past depending on the purposes for which they are intended. Through different methods of management intervention, heritage can fulfil a variety of functions, becoming a major commercial resource in the form of the tourism industry, or enlisted in the creation and maintenance of place identities. Leading contributors look at different perceptions of heritage by different cultures, and the social and political consequences of heritage planning. The nature of heritage planning for emerging, spatially fragmented state structures is also discussed.

Essays looking at heritage practices and the construction of the past, along with how they can be used to build a national identity. The preservation of architectural monuments has played a key role in the formation of national identities from the nineteenth century to the present. The task of maintaining the collective memories and ideas of a shared heritage often focused on the historic built environment as the most visible sign of a link with the past. The meaning of such monuments and sites has, however, often been the subject of keen dispute: whose heritage is being commemorated, by whom and for whom? The answers to such questions are not always straightforward, particularly in Central and Eastern Europe, the recent history of which has been characterized by territorial disputes, the large-scale movement of peoples, and cultural dispossession. This volume considers the dilemmas presented by the recent and complex histories of European states such as Germany, Greece, Poland, Hungary, Romania and Bulgaria. Examining the effect ofthe destruction of buildings by war, the loss of territories, or the "unwanted" built heritage of the Communist and Nazi regimes, the contributors examine how architectural and urban sites have been created, destroyed, or transformed, in the attempt to make visible a national heritage. The work of the Council of Europe in the field of cultural heritage has increasingly emphasised an integrated approach that combines the promotion and protection of cultural diversity, democratic governance and democratic innovation. This publication on the Technical Co-operation and Consultancy Programme (TCCP) not only presents an overview of the Council of Europe’s work in the field of cultural heritage over the last 40 years, but also lays out the evolutionary progression of the Organisation’s work in this field, offering a comprehensive analysis of its activities and demonstrating the role of heritage in revitalisation and sustainable development. The analysis presents three main perspectives – monuments and sites, historic towns and territories – through the processes and results of major heritage projects conducted within the TCCP, in association with the European Commission, since 2003. It is hoped that the experience and methodologies of the TCCP will provide insight for future initiatives, capitalising on the opportunity to situate heritage in transversal projects that address major contemporary issues such as demographic change, migration, socio-economic crises and climate change.

This open access book discusses political, economic, social, and humanitarian challenges that influence both how people deal with their past and how they build their identities in contemporary Europe. Ongoing debates on migration, on local, national, inter- and transnational levels, prove that it is a divisive issue with regards to understanding European integration and identity. At the same time, the European Union increasingly invests in projects related to European heritage, museums, and cultural memory networks, while having to take dissonant heritages into account. These processes in their combination offer an interesting dynamic and form the complex puzzle that poses challenging questions for anyone involved in academic research, heritage practices, and policy debates. With this puzzle at its core, this book explicitly focuses on slippery and transforming notions of Europe and critically discusses ongoing and transforming power structures of heritage and memory in today’s Europe. Creating and Governing Cultural Heritage in the European Union: The European Heritage Label provides an interdisciplinary examination of the ways in which European cultural heritage is created, communicated, and governed via the new European Heritage Label scheme. Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. Chapters tackle issues such as multilevel governance of heritage; geopolitics of border-crossings and border-making; participation and non-participation; and embodiment and affective experience of heritage. Creating and Governing Cultural Heritage in the European Union advances heritage studies with an interdisciplinary approach that utilises and combines theories and conceptualizations from critical geopolitics, political studies, EU and European studies, cultural policy research, and cultural studies. As such, the volume will be of interest to scholars and students engaged in the study of heritage, politics, belonging, the EU, ideas, and narratives of Europe.
