Ict Critical Infrastructures And Society

This book constitutes the refereed proceedings of the 10th IFIP TC 9 International Conference on Human Choice and Computers, HCC10 2012, held in Amsterdam, The Netherlands, in September 2012. The 37 revised full papers presented were carefully reviewed and selected for inclusion in the volume. The papers are organized in topical sections on national and international policies, sustainable and responsible innovation, ICT for peace and war, and citizens' involvement, citizens' rights and ICT.

With the progression of technological breakthroughs creating dependencies on telecommunications, the internet, and social networks connecting our society, CIIP (Critical Information Infrastructure Protection) has gained significant focus in order to avoid cyber attacks, cyber hazards, and a general breakdown of services. Critical Information Infrastructure Protection and Resilience in the ICT Sector brings together a variety of empirical research on the resilience in the ICT sector and critical information infrastructure protection in the context of uncertainty and lack of data about potential threats and hazards. This volume contains 85 papers presented at CSI 2013: 48th Annual Convention of Computer Society of India with the theme “ICT and Critical Infrastructure”. The convention was held during 13th –15th December 2013 at Hotel Novotel Varun Beach, Visakhapatnam and hosted by Computer Society of India, Vishakhapatnam Chapter in association with Vishakhapatnam Steel Plant, the flagship company of RINL, India. Management and Engineering of Critical Infrastructures focuses on two important aspects of CIS, management and engineering. The book provides an ontological foundation for the models and methods needed to design a set of systems, networks and assets that are essential for a society's functioning, and for ensuring the security, safety and economy of a nation. Various examples in agriculture, the water supply, public health, transportation, security services, electricity generation, telecommunication, and financial services can be used to substantiate dangers. Disruptions of CIS can have serious cascading consequences that would stop society from functioning properly and result in loss of life.Malicious software (a.k.a., malware), for example, can disrupt the distribution of electricity across a region, which in turn can lead to the forced shutdown of communication, health and financial sectors. Subsequently, proper engineering and management are important to anticipate possible risks and threats and provide resilient CIS. Although the problem of CIS has been broadly acknowledged and discussed, to date, no unifying theory nor systematic design methods, techniques and tools exist for such CIS. Today’s society is completely dependent on critical networks such as water supply, sewage, electricity, ICT and transportation. Risk and vulnerability analyses are needed to grasp the impact of threats and hazards. However, these become quite complex as there are strong interdependencies both within and between infrastructure systems. Risk and Interdependencies in Critical Infrastructures: A guideline for analysis provides methods for analyzing risks and interdependencies of critical infrastructures. A number of analysis approaches are described and are adapted to each of these infrastructures. Various approaches are also revised, and all are supported by several examples and illustrations.
