Implementing Adaptation Strategies By Legal Economic And Planning Instruments On Climate Change

The causes and effects of climate change are just as varied as the proposed solutions and approaches for dealing with the problem. Given the global character of climate change, comprehensive global cooperation is called for that leads to effective and appropriate international action in accordance with the respective responsibilities. These will inevitably differ depending on the capabilities and the social and economic situations of the respective actors. The contributions in this book present a variety of ideas, approaches and tools regarding the adaptation to climate change in specific countries and regions. In addition to examining (existing) legal instruments, they also focus on the implementation of economic instruments and planning tools, as well as their (further) development. Rather than simply discussing strategies to counteract climate change by reducing emissions, the authors also search for ways of actively adapting to climate change.

Climate change adaptation is increasingly recognized as complementary part to climate change mitigation. Climate change affects sea level, the extent of flood prone areas and precipitation patterns among many others. Rising sea levels and altered weather patterns are expected to significantly alter coastal and inland environments for humans, infrastructure and ecosystems. Potential land-use changes and population increases, coupled with uncertain predictions for sea level rise and storm frequency/intensity represent a significant planning challenge. While efforts to mitigate climate change continue, plans must be made to adapt to the risks that climate change poses to humans, infrastructure, and ecosystems alike. This book addresses integrated environmental assessment and management as part of the nexus of climate change adaptation. Risk analysis has emerged as a useful approach to guide assessment, communication and management of security risks. This book provides a concise overview of facts and projections about climate change in Cyprus and its region until the end of the 21st century. Climate change is expected to have adverse effects in Mediterranean Europe – the most serious compared to other European regions. Being an island state with a semi-arid climate in the Eastern Mediterranean, Cyprus is located in a hot spot. Based on the information available in the literature, it highlights the expected natural, economic and societal impacts of climate change and presents recommendations for the implementation of a national adaptation strategy. Despite the dismal outlook arising from this review, the book demonstrates that coping with climate change is possible, provided that proactive actions are taken by both the public and the private sector. Public authorities need to set clear priorities and set up adequate monitoring mechanisms that can help avoid large natural and economic damages at a later stage. Enabling private adaptation investments and properly pricing the use of natural resources are key priorities for investing in a climate resilient economy.
