Integrated Water Resources Management And Security In The Middle East

This volume brings together diverse voices relating to the critical issue of water management in one of the world’s most politically volatile areas: the Middle East. The book collects the opinions of Palestinians, Israelis, Jordanians as well as international experts on creating a holistic and comprehensive view of water management challenges and strategies in the Middle East.

The need for an integrated management of water resources has derived from the emerging understanding that the water crisis cannot solely be regarded as a hydrological crisis. Instead, it is frequently defined as a crisis of governance, as institutional and management scarcity are hindering a sustainable, equitable and efficient use of water resources. Integrated Water Resources Management (IWRM) is internationally accepted as a toolbox to achieve these objectives. However, implementation of the IWRM-approach is still lacking, especially in developing countries and transitional economies. This study poses the central question of what kind of governance is necessary to achieve an integrated management of water resources. Evaluating the concept from a regional perspective, three case studies have been conducted in Yemen, Jordan and Syria to identify the main governance challenges during the IWRM-process and develop strategies on how to meet them, aiming to improve the practical applicability of the theoretical framework of IWRM in the Middle East.

Water Security in the Middle East explores the extent and nature of water security problems in transboundary water systems in the Middle East. This collection of essays discusses the political and scientific contexts and the limitations of cooperation in water security. The contributors argue that while conflicts over transboundary water systems in the Middle East do occur, they tend not to be violent nor have they ever been the primary cause of a war in this region. The authors place water disputes in larger political, historical and scientific contexts and discuss how the humanities and social sciences could contribute more towards this understanding. They also contend that international sharing of scientific and technological advances can significantly increase access to water and improve water quality. While scientific advances can and should increase adaptability to changing environmental conditions, especially climate change, national institutional reform and the strengthening of joint commissions are vital. The contributors indicate ways in which transboundary cooperation may move from simple and intermittent coordination to sophisticated, adaptive and equitable modes of water management.

The 21st century will present unprecedented challenges. Already in its first decade we have seen the dramatic impact of two systemic risks, that of climate change and that of the financial crisis. The cause but also the solution to these crises lies in a deeper understanding of the underlying factors and int- dependencies. New ways must be found to overcome deep obstacles and find common solutions to seemingly intractable problems. The water crisis in the Middle East is a central challenge of the 21st century. The future of the people of the region depends on finding lasting solutions. Due to the exhaustion and pollution of available sources, compounded by climate change, demographic change and economic development, the pressures of water resource management will grow. New solutions must urgently be found as business as usual is not sustainable. This book provides vital new insights into possible elements of a sustainable future in one key area, that of the Jordan River and Dead Sea Basin. The future development of the Jordanian, Palestinian and Israeli people depends on finding a just and sustainable system of water resource management in this Basin. Given the potential for regional and other conflicts arising out of tensions over water, the ramifications are wider and even global in significance. This volume provides fresh regional and international perspectives which greatly assist in our understanding of the issues and their possible resolution.

The impacts of human-induced climate change are largely mediated by water, such as alterations in precipitation and glacial melt patterns, variations in river flow, increased occurrence of droughts and floods, and sea level rise in densely populated coastal areas. Such phenomena impact both urban and rural communities in developed, emerging, and developing countries. Taking a systems approach, this book analyzes evidence from 26 countries and identifies common barriers and bridges for local adaptation to climate change through water resources management. It includes a global set of case studies from places experiencing increased environmental and social pressure due to population growth, development and migration, including in Africa, Asia, Australia, Europe, North and South America. All chapters consider the crosscutting themes of adaptive capacity, equity, and sustainability. These point to resilient water allocation policies and practices that are capable of protecting social and environmental interests, whilst ensuring the efficient use of an often-scarce resource.

This book presents various approaches to the resolution of the severe water resource issues of the Middle East, with particular emphasis on the Israeli-Palestinian water conflicts. The authors include leading Palestinian and Israeli water experts who have worked together on joint research projects aimed at building up mutual understanding and respect. The studies consider the various approaches that could be used to improve cooperation and solve the problems arising from conflicting interests.

Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.
