International Monetary And Financial Integration The European Dimension

The papers collected in this volume are those presented at the thirteenth Colloquium arranged by the Societe Universitaire Europeenne de Recherches Financieres (SUERF), which took place in Luxembourg in October 1986. The Society issupported byalargenumberofcentralbanksandcommer cial banks, byother financial and business institutions, by treasury officials and by academics and others interested in monetary and financial prob lems. Since its establishment in 1963 it has developed as a forum for the exchange of information, research results and ideas, valued by academics and practitioners in these fields, including central bank officials and civil servants responsible for formulating and applying monetary and financial policies, national and international. A major 'activity of SUERF is to organize and conduct Colloquia on subjects of topical interest to its mem bers. The titles, places and dates of previous Colloquia for which volumes of the collected papers were published are noted on the last page of this volume. Volumes were not produced for Colloquia held at Tarragona, Spain in October 1970 under the title 'Monetary Policy and New Develop ments inBanking'andatStrasbourg, France inJanuary 1972underthe title 'Aspects ofEuropean Monetary Union'. The previous SUERF Colloquium, at Cambridge in March 1985, had as its subject 'Shifting Frontiers in Financial Markets'

If the process of European monetary integration remains on schedule, January 1, 1999 will see the beginning of the creation of the union of currencies of economically and financially diverse European countries. Regardless of the precise number of countries that initially join, a European Monetary Union (EMU) of any size will pose challenges, opportunities, and risks for both private and official participants in European and international financial markets. Although the introduction of the euro is a significant step toward European financial integration, it is by itself only one step in a long process. Previous steps have included: in the area of monetary and exchange rate policy, the creation of the European Monetary System (EMS) with the Exchange Rate Mechanism (ERM), and the Basle/Nyborg agreement; and in the area of financial integration, the adoption and still ongoing implementation of the European Union (EU) Second Banking, Capital Adequacy, Investment Services, and other financial directives.

Europe's Experimental Union challenges conventional writings on European integration by situating the analysis of the EU in the context of changing patterns of political and economic order. The authors conclude that the union is not evolving towards a federal superstate, but rather, is an arena of deep economic integration governed by a prismatic polity characterised by innovation, experimentation, pragmatism, decentralisation and devolution. Although it may seem unsettleed, this book reveals that in fact the experimental nature of the EU enablwes it to respond to multiple agendas and Europe's diversity in a flexible manner.
