This book describes strategic culture and its value as a methodological approach to the study of International Relations. In particular, the book uses strategic culture to illuminate a number of case studies on countries that have made decisions regarding the acquisition, proliferation or use of weapons of mass destruction.

​This book applies the cutting-edge socio-cultural model Cultural Topography Analytic Framework (CTAF) pioneered in the authors’ earlier volume Strategic Culture and Weapons of Mass Destruction: Culturally Based Insights into Comparative National Security Policymaking (Palgrave Macmillan, 2009) with an eye towards isolating those vectors of nuclear decision-making on which the US might exert influence within a foreign state. The case studies included in this volume tackle a number of the nuclear challenges—termed “nuclear thresholds”—likely to be faced by the US and identify the most promising points of leverage available to American policymakers in ameliorating a wide range of over-the-horizon nuclear challenges. Because near and medium-term nuclear thresholds are likely to involve both allies and adversaries simultaneously, meaning that US response will require strategies tailored to both the perception of threat experienced by the actors in question, the value the actors place on their relationship with the US, and the domestic context driving decision-making. This volume offers a nuanced look at each actor’s identity, national norms, values, and perceptual lens in order to offer culturally-focused insights into behavior and intentions.

The possibility that Iran will acquire a nuclear weapons capability poses a significant threat to the stability of the Middle East and a potential challenge to the long-term viability of the nuclear non-proliferation regime. Since 2003, diplomatic efforts by the EU-3 (United Kingdom, France and Germany) have succeeded in suspending the sensitive aspects of Iran’s nuclear programme, but prospects for reaching a permanent agreement with the Iranian government are uncertain. If the EU-3 effort collapses, a number of policy options will be given more serious consideration, including sanctions, containment, regime change and military action. This IISS ‘Strategic Dossier’ on Iran’s strategic weapons programmes provides an objective technical assessment of Iran’s nuclear, chemical, and biological weapons capabilities, as well as its ballistic missile programme. The dossier evaluates what is known and what is not known about these capabilities and projects potential future developments. In addition, the dossier provides a history of democratic efforts over the last three decades, to prevent Iran from acquiring a nuclear weapons capability and examines different options for current diplomatic efforts. Each chapter has been written and reviewed by recognised international experts in their respective fields. The IISS does not advocate any particular policy option for dealing with the Iranian nuclear issue. The objective of Iran’s Strategic Weapons Programmes: A Net Assessment is to assess, as accurately and dispassionately as possible, Iran’s capabilities and evaluate the pros and cons of different policy options in the order to foster a well-informed policy debate.

In his introduction to the September 2002 National Security Strategy of the United States, President George W. Bush wrote, "The gravest danger our Nation faces lies at the crossroads of radicalism and technology. Our enemies have openly declared that they are seeking weapons of mass destruction (WMD), and evidence indicates that they are doing so with determination. . . . Terrorists are organized to penetrate open societies and to turn the power of modern technologies against us." Iran is the poster-child for the nexus of terrorism and WMD. It is the world's foremost state-sponsor of terrorism, as well as one of the countries most actively pursuing nuclear weapons. Washington is vigilant about Iran's support for a network of Islamist terrorist organizations and persistent in pressing Iran to end its fi nancial, political, material, and operational support to them. At the same time, the United States has to come up with effective strategies to ensure that Iran does not acquire nuclear weapons.

This handbook offers a collection of cutting-edge essays on all aspects of strategic culture by a mix of international scholars, consultants, military officers, and policymakers. The volume explicitly addresses the analytical conundrums faced by scholars who wish to employ or generate strategic cultural insights, with substantive commentary on defining and scoping strategic culture, analytic frameworks and approaches, levels of analysis, sources of strategic culture, and modalities of change in strategic culture.
