Islamic Radicalism In North Africa

Islamists in the Arab states of North Africa are having little success in gaining political power. This is due to repressive security measures and popular despair over the violence on both sides, especially in Algeria and Egypt. Islamists in Algeria lost the presidential election held in November 1995, and the Muslim Brotherhood in Egypt bowed to government tactics of arrests and a ban on political activity in elections held last fall. The governments of Egypt, Tunisia, Algeria, and Morocco have probably reached a plateau in their use of intimidation tactics against Islamist critics. They seem to lack the imagination or will to try new, less dire strategies for dealing with opponents. As long as coercion seems to work, they will have little incentive to reform. As the more violent Islamic radical movements lose momentum, the risk increases that they will carry their struggle abroad. Over the past year, Egyptian diplomats in Europe and South Asia have been the targets of terrorist attacks, and Algerian extremists have been responsible for terrorism in France.

In the current climate of political extremism and violence, much attention has been directed towards "radicalisation" as the reasons behind such courses of action, along with a conviction that those who are radicalised represent an irrational deviation from the conventionally accepted norms of social and political behaviour. This book focuses on the current issues and analytical approaches to the phenomenon of radicalisation in North Africa. Taking a comprehensive approach to the subject, it looks at the processes that lead to radicalisation, rather than the often violent outcomes. At the same time, chapters expand the discussion historically and conceptually beyond the preoccupations of recent years, in order to develop a more holistic understanding of a complex individual and collective process that has represented a permanent challenge to dominant political, social and, on occasion, economic norms. With contributions from academics and policy-makers within and outside the region, the book is a comprehensive investigation of Islamist Radicalisation. As such, it will be of great interest to academics and students investigating North Africa and terrorism, as well as specialists in radicalism and extremism.

This volume investigates the impact of a new brand of transnational terrorism and political violence produced by radical Islamist groups from the Maghreb on the regional security dynamics. It describes the causes of the problems and the strategies devised by European and North African states in order to address it and details the successes and failures of co-operation between states and society on both shores of the Mediterranean. Investigating the grand security strategies that have been devised for the Mediterranean after the Cold War and after 9/11, the contributors focus on the role of police and military apparati in securitizing the new threats that have become prominent after 9/11, and the unintended consequences of these strategies. In addition, the contributors analyze the relationship between Islamist groups, the state and society and highlight some key causes of political violence and radicalism. They outline how a better use of the law, migration, and intercultural dialogue might provide useful alternatives or complements to the mostly securitarian strategies that are currently dominant in the region.

The world has witnessed a new ideological divide since the atrocities of 911. There are strong indications that Islam and the West are entangled in a clash of ideologies. Moreover, this divide has made religion a strong component in international relations and political analysis. This leads us to a striking question: Is this the final confrontation of ideas in the modern world? This divide has in many ways seen a rise in radical Islam on the African continent. More particularly, radical Islam is spreading at an alarming rate in Africa. The wave of jihad in Africa has been imported by al-Qaeda who has found it increasingly difficult to operate in the Middle East. Accordingly, al-Qaeda, has established its franchise and operational networks in Somalia, Mali, Mauritania, Niger, Libya, Algeria, and Tunisia. These networks have unleashed unholy terror, death and destruction across the continent. This has situated many parts of Africa to be bedridden with brutal conflict and perpetual chronic poverty. A striking question then is what generates Africa to be a fertile ground for extremist infiltration? The crescent of terror emanating from Boko Haram in West Africa over to the Sahel, the Maghreb to Hamas in Gaza to the Islamic State in Iraq and the Levant (ISIS) and the diverse al-Qaeda franchises in the Middle East and berthing in Somalia's al-Shabaab reveals that the quest for a global caliphate is being provoked and networked to radical Muslims on the Continent. ISIS has now acquired a franchise in Northeast Nigeria through the destructive group - Boko Haram. Will Africa be submerged with another deadly and destructive group? Will the franchising of ISIS spread across Africa? The intent and purpose of this book is that it explores these complexities and plots. Most of all, the book investigates 'how' and ëwhyí radical Islam finds a breeding ground in Africa. Subsequently, the study analyzes the solution to this impasse emanating across the continent.

French social scientist Francois Burgat and Time correspondent William Dowell collaborated in 1993 to produce an English translation of Burgat's L'Islamisme au Maghreb. That highly acclaimed work, published in Paris in 1988, was one of the first studies to probe the complexity and diversity of the Islamic movement through interviews with and speeches of the members and founders of the movement -- in Morocco, Algeria, Tunisia, Libya, and Egypt. Burgat and Dowell's edition offered results of new research not included in the 1988 French publication. Now Burgat has added an epilogue, describing the turbulent Algerian situation through the summer of 1996. This new edition also includes a much needed index to help readers locate the many primary sources cited in the book. The Institut de Recherches et d'Etudes sur le Monde Arabe et Musulman at the Universite d'Aix-Marseille and the French Ministry of Culture cooperated with the Center for Middle Eastern Studies at the University of Texas at Austin in the translation and production of this seminal resource on contemporary Maghrebi political culture.
