To keep pace with the rapidly evolving risk environment, a key element of the national approach is an Action Plan that builds on the central themes of the National Strategy : sustainable partnerships with federal, provincial and territorial governments and critical infrastructure sectors; improved information sharing and protection; and a commitment to all-hazards risk management. ... This Plan sets out action items in the areas of partnerships, risk management and information sharing. Given the range, complexity and linked nature of these action items, a critical path is also detailed.

The Ontario Safe Streets Act is the first modern provincial law to prohibit a wide range of begging and squeegee work in public space. This Act is representative of a much wider set of reforms that the Ontario government has carried out in the administration of criminal justice and social welfare. Central to the neo-conservative character of these reforms has been the construction of “disorderly people,” of those portrayed as “welfare cheats”, “squeegee kids”, “aggressive beggars”, “violent youth” and “coddled prisoners.” Drawing from their expertise in law, sociology, criminology and geography, contributors to this collection make visible the role of law in the practices and logic of a government that polices “public” safety through the exclusion and punishment of some of the most vulnerable people in society.

In this critique of privatization, Manning focuses on issues of free market theory and management practices such as total quality management that he believes are harmful to the traditional police mandate to control crime. He questions the appropriateness of strategies that emphasize service to consumers. For Forst, the free market paradigm and economic incentives do not carry the same stigma. He argues that neither public nor private policing should have a monopoly on law enforcement activities, and he predicts an even more varied mix of public and private police activities than are currently available. Following the two main sections of the book, each author assesses the other's contribution, reflecting on not just their points of departure but also on the areas in which they agree.
