The role of British imperial power was crucial in this early history, as was the later U.S. support of Israel, right or wrong. Thomas explores the larger context of this history in chapters on colonization, hegemony, weapons diplomacy, terrorism, nationalism, religion, Zionism, and prospects for resolution of the conflict. While students and scholars of Middle Eastern studies and international relations will find this book valuable, it is intended for the intelligent general reader who is curious about current events yet puzzled about the Palestinian-Israeli conflict. SPAN had begun in 1948 as a consortium between the University of Minnesota and about a dozen colleges that cultivated international understanding through practical academic research. Each year four (sometimes three) countries were selected as destinations. It was— and is, because SPAN continues today—a self-financed program through voluntary donations by businesses in the Upper Midwest as well as by contributions from the participants themselves (known as SPANners). The program was oriented toward upper classmen (in that age of gender insensitive terminology) so applicants were usually students in their Junior (or third) year of undergraduate studies.

This 2016 Article IV Consultation highlights that Lebanon’s economic growth remains subdued. Following a sharp drop in 2011, growth edged upward briefly to 2–3 percent, but has now slowed again. The IMF staff estimates that GDP increased by 1 percent in 2015, and a similar growth rate in 2016 is projected. Lebanon’s traditional growth drivers—tourism, real estate, and construction—have received a significant blow and a strong rebound is unlikely based on current trends. In the absence of a turnaround in confidence, or a resolution of the Syrian conflict, growth is unlikely to return to potential (4 percent) soon.
