Lessons From U S Allies In Security Cooperation With Third Countries

Several key U.S. allies engage in security cooperation, albeit on a smaller scale than the United States. To see what the U.S. Air Force can learn from these efforts, the authors examined how and why three allies--Australia, France, and the United Kingdom--provide security cooperation and highlight three key areas that could benefit from further collaboration: staff talks, exercises, and training followed by exercises.

Like the U.S. Air Force, many U.S. allies work with partner countries on security matters, sometimes even with the same partners, but on a smaller scale. But how, where, and why do these allies engage the same countries? Would working together in particular areas be worthwhile or viable and can specific lessons be learned from their experiences, for example, in the areas of planning, resourcing and assessments? This report explores these questions by examining both the positive aspects and the challenges of the security cooperation approaches of three U.S. allies, Australia, France, and the United Kingdom. These three capable allies are experienced in working with civilian counterparts and benefit from higher-level departmental guidance. They generally do so with relatively small budgets, leading them to learn to economize, pool resources, and take advantage of joint and interagency planning. These strategies can inform current U.S. thinking on security cooperation. "The U.S. strategic security environment has undergone a shift during the past decade: The regional focus on countering violent extremist organizations has given way to long-term global competition against near-peer adversaries Russia and China. Security cooperation, especially with our closest, most-capable (highly capable) allies, is emphasized as a high-priority tool for pursuing an extensive array of overlapping national interests. The United States and its allies recognize that, in a time of increasing requirements and limited resources, they must work in coalitions and engage regional stakeholders by bringing different strengths and perspectives to combined efforts. Researchers adopted a mixed-method approach focused on Australia and the United Kingdom that combined a literature review of findings on security cooperation uses and effectiveness; a database analysis of recent U.S. security cooperation; a historical analysis of secondary sources documenting recent overseas contingency operations; and interviews with key stakeholders."--

In the last decade, rulers in Gulf regimes have aspired to greater strategic autonomy and distance from the West. Coined the "Gulf moment" by local commentators, this regional trend reflects a redistribution of power in the Arab world. This is the first book to examine the military dimensions of these shifts.
