Localizing The Sdgs In African Cities

This volume brings together a unique set of interventions from a variety of contributors to bridge the gap between research and policy with a distinct focus on Africa, drawing on work conducted as part of multiple interconnected research projects and networks on the Sustainable Development Goals (SDGs) and global policy implementation in African cities. Through the framework of the SDGs, and in particular Goal 11, the book aims to contribute to generating new knowledge about approaches to SDG localization that are grounded in complex and diverse local contexts, needs and realities, integrated perspectives and collaborative research. The volume draws together contributions from urban experts from different professional and disciplinary backgrounds, ranging from the fields of governance, planning, data, sustainability, health and finance, to provide critical insight into the current dynamics, actors, blind spots, constraints and also good practices and opportunities for realizing the SDGs in Africa. Readers will gain detailed and informed insight into the African experience of SDG localization, monitoring and implementation based on multiple case studies, and will learn of the practices needed to accelerate action towards achieving the SDGs in urban contexts. This book will be of interest to researchers and planners focusing on SDGs implementation in Africa, as well as government organizations, development practitioners and students committed to long-term, inclusive sustainable and participatory development. This volume describes African cities in transition, and the economic, socio-political, and environmental challenges resulting from rapid post-colonial urbanization. As the African continent continues to transition from urban configurations inherited from colonial influences and history, it faces issues such as urban slum expansion, increased demands for energy and clean water, lack of adequate public transportation, high levels of inequality among different socio-economic population strata, and inadequate urban governance, planning, and policies. African cities in transition need to reconsider current policies and developmental trajectories to facilitate and sustain economic growth and Africa’s strategic repositioning in the world. Written by an international team of scholars and practitioners, this volume uses case studies to focus on key issues and developmental challenges in selected African cities. Topics include but are not limited to, smart cities, changing notions of democracy, the city’s role in attaining the SDGs, local governance, alternative models for governance and management, corruption, urbanisation and future cities.

There is a dearth of collections of scholarly works dedicated wholly to African issues, that comes out of the work done by African scholars and practitioners with both African collaborators and from elsewhere. This volume brings together scholarly works and thoughts that cut across and intertwine the tripods-environment-consciousness, socially just development and African development into options that could deliver on the promise of the SDGs. The book project is an initiative of the Centre for Housing and Sustainable Development at the University of Lagos, which realized the gap in ground research linking the housing sector with the SDGs in African cities. This book therefore presents chapters that explore the interconnections, interactions and linkages between the SDGs and Housing through research, practice, experience, case-studies, desk-based research and other knowledge media.

This study contends that proper urban environmental management strategies are vital to the sustainable development of cities in any country. It demonstrates that cities as drivers of sustainable development can be positive forces in support of social equality, cultural vitality, economic prosperity and environmental sustainability. It takes a primary focus on Ibadan, Nigeria. Most cities in sub-Saharan Africa have become badly degraded. Leaders and planners rarely fully grasp the meaning of the concept of sustainable development, and fail to combine their bids to achieve economic development with urban environmental management strategies. The book describes how reformation and transformation are still possible, in Ibadan and elsewhere, and discusses the Sustainable Ibadan Project (SIP) as a methodology to turn Ibadan into a globally competitive and sustainable city. It will be of interest to urban planners worldwide, and to researchers and students of the Global South.

The Promise of Planning explores the experience of planning internationally since the global financial crisis, focusing on South Africa. The book is a response to a decade-plus in which state-led planning has re-emerged as a putative means for achieving developmental goals (as indicated in global initiatives such as the New Urban Agenda) and where planning in South Africa has consolidated in terms of its legal and policy basis. However, the return of planning is happening in an inauspicious context, with economic fragilities, technological shifts, political populism, institutional complexities, and more, threatening to upturn the "new promise of planning." The book provides a careful analytical account of planning in South Africa and how and why its promises have been difficult to achieve. Building on the authors’ previous book, Planning and Transformation, the book sheds light on planning as an increasingly complex and diverse governmental practice within a perpetually changing world. It can be used as a resource for planners who must make good on the new promise of planning while navigating the risks and threats of the contemporary world, as well as students and faculty interested in international planning debates and the South African case.

The book draws upon the expertise and international research collaborations forged by the Worldwide Universities Network Global Africa Group to critically engage with the intersection, in theory and practice, of the Sustainable Development Goals (SDGs) and Africa’s development agendas and needs. Further, it argues that – and demonstrates how – the SDGs should be understood as an aspirational blueprint for development with multiple meanings that are situated in dynamic and contested terrains. As the SDGs have substantial implications for development policy and resourcing at both the macro and micro levels, their relevance is not only context-specific but should also be assessed in terms of the aspirations and needs of ordinary citizens across the continent. Drawing on analyses and evidence from both the natural and social sciences, the book demonstrates that progress towards the SDGs must meet demands for improving human well-being under diverse and challenging socio-economic, political and environmental conditions. Examples include those from the mining industry, public health, employment and the media. In closing, it highlights how international collaboration in the form of research networks can enhance the production of critical knowledge on and engagement with the SDGs in Africa.

Sustainable Urban Futures in Africa provides a variety of conventional and emerging theoretical frameworks to inform understandings and responses to critical urban development issues such as urbanisation, climate change, housing/slum, informality, urban sprawl, urban ecosystem services and urban poverty, among others, within the context of the sustainable development goals (SDGs) in Africa. This book addresses topics including challenges to spatial urban development, how spatial planning is delivered, how different urbanisation variables influence the development of different forms of urban systems and settlements in Africa, how city authorities could use old and new methods of land administration to produce sustainable urban spaces in Africa, and the role of local activism is causing important changes in the built environment. Chapters are written by a diverse range of African scholars and practitioners in urban planning and policy design, environmental science and policy, sociology, agriculture, natural resources management, environmental law, and politics. Urban Africa has huge resource potential – both human and natural resources – that can stimulate sustainable development when effectively harnessed. Sustainable Urban Futures in Africa provides support for the SDGs in urban Africa and will be of interest to students and researchers, professionals and policymakers, and readers of urban studies, spatial planning, geography, governance, and other social sciences.
